Welcome to the Freight & Trade Alliance (FTA) Biosecurity Report, your one-stop update on the latest operational issues and notices issued by the Department of Agriculture, Fisheries and Forestry (DAFF). This report is designed to keep you informed and prepared to manage biosecurity compliance effectively in an ever-changing landscape.


This Week in Biosecurity

This week in Biosecurity we saw a strong focus on export cost recovery reforms, with DAFF releasing a series on 2026-27 Export Cost Recovery Implementation Statements ,alongside multiple DAFF notices impacting horticultural exports and international market access.

On the import side, updates included system disruptions, revised and updates to Approved Arrangement policies (v74), and revised guidance relating to aircraft arrivals and treatment providers.

BICON updates were largely administrative, but still relevant for operational accuracy including a new garlic case introduced, and removal of devitalisation for certain flower imports. Also approval of an additional offshore seed testing laboratory.

In addition, the 2026-27 Continued Biosecurity Competency (CBC) activity has now commenced via Learnhub, with mandatory completion required by 23 July 2026 for accredited persons, reinforcing ongoing compliance and capability expectations across the sector.

Summary

Biosecurity Industry Reporting - Fee Reporting Enhancement (AA Class 19)

The Department has released an enhancement to fee reporting within the Biosecurity Portal, giving AA Class 19 accredited persons improved self-service access to entry data. The new system replaces Broker Reports and provides clearer fee breakdowns by importer and accredited person, improving transparency, reducing enquiries to the department, and supporting more efficient consignment processing.

Australian Fumigation Accreditation Scheme (AFAS) - Suspension Update 

DAFF has advised of the suspension of SML Eco Pest Control (AEI:LK0012MB) and M/S Exim Fumigation Services under the Australian Fumigation Accreditation Scheme (AFAS).
Members should ensure that offshore treatments are conducted by approved providers, as the use of suspended providers may impact the validity of treatment certification and clearance outcomes.

Export  Industry Notices

A busy week for export updates, with DAFF releasing the 2026-27 Export Cost recovery Implementation Statements (CRIS) across multiple commodity streams, alongside important operational and market access changes.

Highlights include progress on the MICOR re-platforming project, updated import requirements for selected horticultural exports to Malaysia, and ongoing refinements to export processes such as the fast track trial, grain surveyor assurance arrangements, and persimmon exports to Thailand.

Exporters are also reminded of evolving China GACC Decree 280 registration requirements, while a revised go-live date for NEXDOC for meat and meat products confirms a delay to implementation.

 


Import Industry Advice Notices - Operational Updates and Policy Changes

Daff has issued several Import Industry Advice Notices this week covering service disruptions and restorations impacting Approved Arrangement Class 14.4, along with updates to treatment provider listings and revised biosecurity obligations for aircraft arrivals into Australian territory.

The department has also released Version 7.4 of the Approved arrangements General Policies, providing updated guidance for industry participants. Members are encouraged to review these changes and monitor ongoing notices to support compliance and minimise operational impacts.
 



System Notification - Scheduled Service Disruption 

DAFF has issued several system notifications this week, including scheduled outages and unplanned disruptions affecting platforms such as MARS, PEBS and the Biosecurity portal.

Members are encouraged to monitor notifications closely and plan for potential impacts to lodgement and processing, assessment and operational activities.

2026-2027 FTA Online CPD Training Packages

FTA offers Continuing Professional Development (CPD) and training online for the customs broker licencing period 1 April to 31 March each year. The cost of an online training package is $150 (excl. GST) for member organisations with bulk discounts available on a sliding scale.

Licensed customs brokers not employed by a corporate FTA member, can purchase an Individual Membership which includes online CPD training for the cost of only $300 (excl. GST) per customs broker licensing period. Please email the team at training@FTAlliance.com.au if you wish to purchase a package.

2026-2027 Continued Biosecurity Competency (CBC)

As published on the DAFF CBC webpage, CBC 2026-27/01 , it is now open for completion from Thursday, 11 June 2026 on Learnhub.

Effective this year, the CBC activity includes both the learning and assessment component, which will only be delivered through the department's education and training platform, Learnhub.

All accredited persons must complete the CBC activity by Thursday, 23 July 2026.

Failure to meet CBC requirements will result in suspension or cancellation of approved arrangement class 19 accreditation. It may also result in administrative actions against the approved arrangement holder.

DAFF has also indicated that the CBC activity will attract 2 CPD points in Stream A . The certificate of completion will reflect the 2 points awarded.

Department of Agriculture, Fisheries and Forestry Cargo Consultative Committee (DCCC)

The Department of Agriculture, Fisheries and Forestry Cargo Consultative Committee (DCCC) brings together DAFF and industry representatives to address biosecurity issues impacting trade and logistics with the purpose to ensure effective biosecurity regulation without unnecessary trade barriers. FTA proudly represents the freight and trade sector on this vital committee.

The DCCC meets a minimum of three times per year with out-of-session meetings scheduled as necessary. The next meeting is scheduled for 2 September 2026.

Australian Fumigation Accreditation Scheme (AFAS):

AFAS is a bilateral arrangement between DAFF and participating overseas government agencies. AFAS manages the high biosecurity risk posed by ineffective treatments performed offshore.

Treatment providers registered and listed as approved is available on the List of treatment providers.

This section will highlight newly added conditions, revised import pathways, and notable treatment or permit changes that may affect lodgements and client advice.

Case Changes: 

New case created for ' Cooked and Processed Garlic for Human Consumption'

A new BICON case for Cooked and Processed Garlic for Human Consumption has been introduced, effective 12 June 2026, consolidating relevant garlic commodities into a single case to improve clarity and ensure consistent application when selecting the appropriate case. The update is administrative in nature only and does not change existing import conditions. It applies to importers, brokers, industry stakeholders and departmental staff, and aligns with existing cases covering processed plant food products such as preserved, cooked, frozen and dried vegetables.

Removal of devitalisation requirement for Callistephus chinensis fresh cut flowers and foliage

The Department of Agriculture, Fisheries and Forestry has advised that, effective 10 June 2026, the pre-export devitalisation requirement for Callistephus chinensis imported as fresh cut flowers and foliage for ornamental purposes has been removed. This change simplifies import conditions for industry, reducing compliance steps for affected consignments while maintaining existing biosecurity controls. The update is relevant to importers of fresh cut flowers and foliage, as well as departmental staff involved in assessing these goods.

New approved ISTA laboratory for seed purity analysis: DLF Beet Seed Aps

The department has approved an additional laboratory in Denmark to perform seed purity analysis on seeds being imported into Australia. Effective immediately, purity analysis certificates issued by DLF Beet Seed ApS will be accepted by the department for imported consignments of seed. Seed analysis certificates will specify any contaminants detected in consignments. Where contaminants are detected, the biosecurity risk of the contaminant must be assessed.

Members are encouraged to regularly consult Micor (Manual of Importing Country Requirements) for the latest export requirements, certification details, and market access conditions for specific commodities.
 
Micor is DAFF's central resource for ensuring compliance with overseas import regulations—helping exporters stay informed, avoid delays, and maintain access to key markets.
 

Biosecurity Treatment Providers Reference Group (BTPRG)

On 1 July 2020, Freight & Trade Alliance established the Biosecurity Treatment Providers Reference Group (BTPRG) designed to provide a One Voice platform for treatment providers to engage with the Department of Agriculture, Fisheries and Forestry (DAFF) to deliver nationally consistent advocacy position(s) to government to lead reform and implement best practice.
