Federal Inquiry into Freight & Supply Chain Priorities- 15 June 2017


As members would be aware, the Department of Infrastructure and Regional Development has commissioned the Federal Inquiry into Freight & Supply Chain Priorities.
 
Background:

  • On 24 November 2016 the Australian Government announced it will develop a national freight and supply chain strategy. The strategy will be informed by the findings of the Inquiry.  

  • The Inquiry is being led by the Department and assisted by an expert panel, for more information and the Inquiry's terms of reference please refer to the Strategy webpage https://infrastructure.gov.au/transport/freight/national-strategy.aspx .

  • The Department expects to release a discussion paper in mid-May to mark the formal commencement of the Inquiry's consultation process.

 
As a part of this process, senior departmental representatives will meet with Australian Peak Shippers Association (APSA) members this week in Melbourne and with Freight & Trade Alliance (FTA) members in Sydney (and nationally via webinar) on Wednesday 15 June 2017 to canvas members' views on how the Australian Government can increase the productivity and efficiency of Australia's freight supply chains.
 
To that end, we have set up two separate webinars, one with our forwarder members and another with our importer members.
 
The department is, to a degree, aware of the complexity involved in arranging storage, transport and shipping of merchandise, particularly when that entails the movement of freight to and from Australia and the rest of the world. They are however keen to hear about your experiences in the current freight environment and any advice that you have to improve it.
 
FTA is recognised as a major stakeholder in this process providing us with one of the most important advocacy opportunities our industry has had in many years to reduce supply chain costs an increase productivity/capacity.

Count down until US-bound air cargo screening requirements change. 

I am writing further to my previous email to again seek your assistance to advise your members who export to the US by air that screening requirements for air cargo to the US will change from 1 July.
 
These requirements have been imposed on airlines by the US Government.  The Australian Government is working with businesses to help them comply with the US requirements, ensure readiness and reduce red tape while enabling a smooth transition.
 
As part of our communications campaign to increase awareness and assist compliance, we seek your assistance to distribute the attached email to your members who export to the US and others who may have an interest in these new requirements.
 
We will be providing you with one more email to send out to members between now and 1 July with further information.

Review of the $2900 Approved Arrangement levy


At the Freight & Trade Alliance (FTA) CPD & CBC - Border and Biosecurity Compliance Program event held in Sydney on 18 May 2017, Jason Lucas (Acting Assistant Secretary – Industry Support) acknowledged that the existing structure is under review and is a high priority.
 
While that is encouraging news, small businesses are not going to see immediate relief.
 
Mr Lucas explained that the $2900 fee is embedded within legislation and that it would take time to complete any change in the fee structure. This message was again reiterated by the department's representative, Mr Deryk Bartlett at last week's FTA member forum held in Brisbane.
 
FTA will continue to advocate for an early change to this arrangement however the reality is that members wishing to maintain their Approved Arrangement status will again be subject to the $2900 renewal fee on 1 July 2017.
 
FTA has sought a commitment from the department that should a change take effect during the course of the financial year, adjustments would be administrated depending on the format of the new arrangements.   
 
In the interim and in response to member requests, FTA is continuing to pursue periodic payment options with the department as a means of easing cash flow implications on small businesses. We trust the department will give consideration to this request, at minimum on a case-by-case basis, to ensure that the individual circumstances are appropriately considered.

While we will continue involvement in formal departmental consultative forums, we are pleased to advise that a break-through has been achieved with a commitment for direct and regularly scheduled meetings between the department and FTA representatives specifically focussing on cost recovery issues.

FTA has also scheduled a meeting with the department's Chief Financial Officer in Canberra on Monday 19 June 2017.
 
We appreciate members' concerns but ask for further patience as we work through this new departmental engagement process. As always, we will keep members up to date on all developments.

Service Delivery Modification (SDM) project

The Department of Agriculture and Water Resources recently held sessions in Melbourne and Sydney seeking industry feedback to assist with its Service Delivery Modification (SDM) project.
 
As expected there was a great deal of discussion surrounding the broker lodgement system (COLS) with numerous suggestions for improvement.
 
The project is just starting and we can expect more detail in the next few months. Additional feedback is being sought by the department and to that end, FTA / APSA encourages members to offer feedback on any issues - please find collated feedback from the sessions together with an overview presentation.
 
In addition the Department is also seeking industry input into how they can improve notifications to industry – please forward comments/suggestions to tnikro@ftalliance.com.au
