Freight & Trade Alliance (FTA) is proud to support the Cargo Club of Australia in their next business and networking luncheon on Friday 26 May 2017 at 12pm at the Mantra Hotel, Tullamarine.
 
If you're a shipper or freight forwarder involved in airfreight, this is an unmissable event.

 
Speakers will include executives from Menzies Aviation, Air New Zealand and Andrew Hyles, Head of the Air Security Taskforce for the Office of Transport Security.

A key topic of the day will be the new requirements for US-bound air cargo commencing on 1 July 2017 and how those requirements will be satisfied by the airlines; the CTOs and, of course, the regulator.

Where to from here on GST on low value goods?


Following our update on the Senate Economics Legislation Committee recommendations, we now wait with interest to see what happens next ?

While there has been a Labor Senator dissenting report calling for an analysis and comparison of alternative implementation models, as proposed by the Treasurer there is still an outside chance that the Treasury Laws Amendment (GST Low Value Goods) Bill 2017 could pass both Houses of Parliament with a go live date of 1 July 2017.

The House of Representatives next sit from 22 May to 1 June 2017 with both Houses sitting from 13 to 22 June 2017. It may therefore be another few weeks before we know what direction this will all take.

Coastal Shipping Reform

ON FRIDAY, submissions to the Department of Infrastructure and Regional Development closed for the proposed amendments to the Coastal Trading (Revitalising Australian Shipping) Act 2012 (Coastal Trading Act). The proposed amendments are not vast, they're bipartisan in their design, and they are largely administrative in nature. Nevertheless, the Department hopes that they will serve to re-energise the coastal shipping market, after years of losing share in the domestic trade freight task.

APSA / FTA Submission

We would like to thank Australian Peak Shippers Association (APSA) and Freight & Trade Alliance (FTA) members for their feedback on the proposed amendments to the Coastal Trading (Revitalising Australian Shipping) Act 2012 (Coastal Trading Act)
 
Our formal submission acknowledged the need for reform to reduce the administrative burden for shipping lines and shippers in accessing coastal shipping services.
 
It is anticipated that this will result in more coastal shipping services being offered to the market, more Temporary Licenses being issued, and may result in a more attractive cost environment for shippers and shipping lines, delivering trade and productivity benefits.
 
In particular, it is envisaged that the proposed amendments will deliver significant administrative efficiencies: 

1. APSA supports the proposal to remove the five-voyage minimum requirement for a Temporary License.

This approach better reflects the nature of the shipping environment, where volumes and services are difficult to predict and are subject to market conditions. 

2. APSA supports the proposal to revise the licensing process where no General Licence (GL) vessels are available

As highlighted in the Executive Summary, shippers see very low levels of contestability from local service providers in containerised coastal trade, despite the protections that exist under the current Act, with the exception being the Bass Strait trade. 

3. APSA supports the proposed amendment to extend the tolerance limit for loading dates to 30 days
 
Shipping arrangements are changeable. APSA supports the proposal to extend the tolerance limit for loading dates and would recommend the removal of the requirement to nominate/project volumes, which is seen by some prospective license holders as impractical.

Urgent attention required for new Chain of Responsibility laws


Regulator and peak bodies partner to support industry in achieving compliance 
 
Last year the Queensland Government passed the Heavy Vehicle National Law and Other Legislation Amendment Bill 2016, to be incorporated into the Heavy Vehicle National Law. This Act of Parliament from our northern neighbours has a profound effect on the Chain of Responsibility requirements nationally with all states and territories, except WA and Northern Territory, covered under the changes. The amendments recast the duties and liabilities of consignor/consignees, schedulers & operators, loading managers, loaders & packers, unloaders, who are all considered to have a primary duty of care under the new legislations, with Executive Officers facing "due diligence" obligations in ensuring compliance. Safety is no longer the exclusive domain of those responsible for the transport task. While industry was given an 18-month implementation period, it is a monumental shift and industry needs to be aware, and service providers need to start educating their clients and suppliers, before the new legislation takes full effect.

Freight forwarders, customs brokers and transport operators are increasingly being forced out of the Mascot, Botany and surrounding suburbs as residential development takes over a zone that was once the commercial hub of international trade. Importers and exporters are also looking at manufacturing, staging, warehousing and distribution centres.
