Unjust SOLAS fees affecting global shippers

In partnership with the Australian Peak Shippers Association (APSA), Freight and Trade Alliance (FTA) supports the position as outline by the Global Shippers Forum in their 1 July 2016 media release "Shippers worldwide support the safety goals of the container weighing requirements and are committed to fulfilling their regulatory requirements, but this should not be used by supply chain partners as an excuse to impose unjustified fees"

PAUL ZALAI - Empty container dehire strategies – are we in good hands?


In an Australian context, shipping lines are increasingly moving towards dehire (delivery) directions of empty containers into stevedore terminals rather than the "traditional" method via intermediary empty container park facilities. 

It says something about the industry landscape that stevedores are facilitating this outcome. Not that you can blame them, if stevedores can spare the capacity, why not accept the direct receipt of the empties as an additional service to existing and potential shipping line customers.

ICS Change of Port Codes

Freight & Trade Alliance (FTA) has raised concerns about with the Australian Border Force / Department of Immigration and Border Protection in relation to the change in Integrated Cargo System (ICS) port codes  - please refer below for the initial response

I am advised that the code changes happen approximately twice a year.  The last update of UNLOCODES to the ICS was in March this year, UN/LOCODE 2015-2.    The file is publicly available for free and can be downloaded download from this linkhttp://www.unece.org/cefact/locode/welcome.html

I understand from the area that updates the ICS that we  download a file and update the ICS approximately twice a year. We do not publish notifications when this is done and I am advised that this process has not altered for around a decade.

I also forwarded the query to Compliance as they had raised a concern that they may be served with an infringement notice for incorrect port codes.  I will ensure you query is forwarded to Compliance as well.

On 9 May 2016, changes were made to cheese classified as risk under the Imported Food Control Act 1992. Imported Food Notice 'IFN 06-16 Tests applied to risk food' was published to advise importers and brokers of the changes. The relevant Community Protection (CP) questions will now be amended to reflect these changes and accurately describe cheese that is classified as risk. Importers must provide brokers with manufacturer's information to be able to answer the CP question correctly. ... login required

29.6.2016 - DAWR - 60-2016 - Animal based retorted goods for human consumption update
This Industry Advice Notice is to update industry on proposed changes to import conditions for animal based retorted goods for human consumption. One of the key changes will be to provide a permit exemption for these goods in the Biosecurity (Prohibited and Conditionally Non-prohibited Goods) Determination 2016. This means the requirement for an import permit will be removed. The goods will still have to meet Australia's import conditions to manage biosecurity risks associated with the goods to an acceptable level. The import conditions will continue to be housed in BICON, the department's Biosecurity Import Conditions database. ... login required

In August 2016 the Department of Agriculture and Water Resources will commence a trial of a new inspection protocol on peat imports. The protocol will function similarly to the Compliance Based Inspection Scheme – eligible imports will qualify for reduced inspections once an importer has established a history of compliance by passing a set number of consecutive inspections. ...login required

28.6.2016 - DAWR - 58-2016 - Importers of selected vegetable seeds can now use AQIS commodity code to become eligible for a reduced inspection trial.
In August 2016 the Department of Agriculture and Water Resources will commence a trial of a new inspection protocol on selected vegetable seed imports. 28.6.2016 - DAWR - 57-2016 - Changes in biosecurity directions and forms
From an importer's perspective, not a lot has changed from the previous process of importing goods and conveyance (vessels and aircraft) arrivals. There have been changes in terminology for example the word 'quarantine' has, in most cases been changed to 'biosecurity', and we refer to vessels and aircraft arriving into Australia (under their own steam) as conveyances. There are some differences in how directions are given via the department's electronic systems and the suite of manual paper based forms currently being used. ... login required

FSC and/or PEFC (including AFS) CoC certified businesses are able to rely on their current procedures and/or work instructions to comply with the due diligence system requirements. This means that no separate Due Diligence System is required to be maintained to be compliant with section 9 and 18 of the Illegal Logging Prohibition Regulation 2012
CoC certified businesses will still need to comply with the other sections of the regulation - gathering information, risk assessment, risk mitigation and record keeping requirements of the regulation. ... login required
