Federal Inquiry into Freight & Supply Chain Priorities

BACKGROUND

On 24 November 2016 the Australian Government announced it will develop a national freight and supply chain strategy. The strategy will be informed by the findings of the Inquiry.

The Inquiry is being led by the Department and assisted by an expert panel, for more information and the Inquiry's terms of reference please refer to the Strategy webpage .

The Department has produced a discussion paper to support the Inquiry's consultation process.

APSA / FTA ENGAGEMENT WITH THE INQUIRY


Last week, the Australian Peak Shippers Association (APSA) and Freight & Trade Alliance (FTA) members met with Depatment of Infrastructure representatives in face-to-face and online meetings.

Member feedback addressed a recommendation of inclusion of "cargo owner" interests on the expert panel; current maket conditions including food quality container deficit and shipping line responses; surcharges; tolls and stevedores costs; regulatory factors; transport waiting times and need for improved service standards; SOLAS enforcement and container detention fees in circumstances of dehire delays on border agency targeted containers.

Another visit to the Nation's capital

 

Freight & Trade Alliance (FTA), the Australian Peak Shippers Association (APSA) and Australian International Movers Association (AIMA) are having a series of meeting with government departmental representatives between Monday to Wednesday this week.

Yesterday (19 June 2017) included a meeting with executives of the Department of Agriculture and Water Resources, again discussing reforms around the $2900 Approved Arramngement fee. The FTA position is that the current fixed fee should be replaced by a per entry fee to facilitate a process whereby customs brokers can pass on government cost recovery to importers on a net basis ... read more
 

The afternoon was spent with industry colleagues and Australian Border Force (ABF) representatives as a part of the Trade and Goods Compliance Advisory Group meeting. The agenda covered an asbestos update, policy update, definition of owner and an Export Reporting discussion paper. Further detail will be provided upon release of official minutes.

The ABF has requested that industry bodies refer their members to the detailed "Goods Compliance Updates". An alarming statistic is that the April Goods Compliance Update had only received tweleve (12) unique clicks - we encouarge FTA / APSA members to review this report available HERE

Import reform at the border is required to support transport logistics


At last week's NSW Ports Cargo Facilitation Committee, industry representatives indicated that an extraordinarily high level of containers are being "held" at discharge causing impediments to the timely movement of import cargo via rail and road. 

While this practice is affecting operations at Port Botany, it undoubtedly has a similar adverse impact on operational efficiency at other container ports across the country.
 
Some of these held containers will be subject to customs' intervention including x-ray screening and physical examination. While this cannot be avoided, it is understood that the majority of held containers are the result of importers and customs brokers not completing formalities via the Integrated Cargo System (ICS) and / or have delayed finalising EFT payments of duty, GST and Import Processing Charges ... read more

GST collection on low value goods has been deferred until 1 July 2018


Following last week's REPORT on the House of Representatives process, we can confirm that the Senate earlier today (Monday 19 June 2017) passed an amended version of the Bill.
