DP World Australia Infrastructure Surcharge - Debrief on roundtable with the ACCC


Freight & Trade Alliance and the Australian Peak Shippers Association (APSA) participated in an industry roundtable on Friday 24 March 2017 with the Australian Competition and Consumer Commission (ACCC) in respect to the DP World Australia (DPWA) infrastructure surcharges scheduled for implementation on 17 April 2017.

Grain Export Decision Review Process


The Australian Peak Shippers Association (APSA) has received advice from the Department of Agriculture and Water Resources in terms of a formal review process.

Please note that this mechanism is for the purpose of improving the working relationship between exporters and the department to deliver consistent service and correct outcomes for industry. Therefore an expectation exists that this channel will be used appropriately as per the guidelines detailed below:

  • Clients can email the plantexportsNDH@agriculture.gov.au mailbox and request the review of a decision

  • The words "Decision Review" must be included in the subject line to assist us in managing our inbox folders

  • Clients must clearly articulate the issue they have and why they believe a decision should be reviewed including all relevant attachments and reference any relevant instructional material and/or MICoR where applicable to assist supervisors in conducting a timely review

  • This process is only to be used when a client believes a departmental officer has made an error (this is not the forum for flagging disagreements with a policy or as an alternate way to seek actioning of an urgent authorisation request)

  • Often there will be a requirement for consultation with Plant Export Operations on a which may impact the turn-around time of a review

Public consultation on imported food reforms legislative changes


The Department of Agriculture and Water Resources has commenced a period of public consultation on the draft legislation for imported foods.
 
We encourage all members who are interested and/or concerned in any proposed changes from the draft legislation to forward comments to tnikro@ftalliance.com.au prior to 4 May 2017 for consolidation and submission to the Department.

Why you should apply for a tariff advice when obtaining a tariff concession order

On 20 March 2017, the Minister for Agriculture and Water Resource, the Hon. Barnaby Joyce MP, announced the Australian Government's decision to introduce changes to the management of imported food safety risks through a package of legislative and non-legislative reforms.

The exposure draft amendment bill and regulations to enable the legislative reforms is available for public consultation. Members of the public, food importing companies and Australia's trading partners are invited to provide comments on the draft bill and regulations. 21.3.2017 - DAWR - IMPORT INDUSTRY ADVICE NOTICE 23/2017 INCREASED INSPECTION OF BREADED, BATTERED AND CRUMBED PRAWNS AND PRAWN MEAT

Who does this notice affect?

This notice is of interest to importers of uncooked prawns that have been breaded, battered or crumbed, as well as associated industry participants and retailers.

What has changed?

The inspection rate for consignments of uncooked prawns that have been breaded, battered or crumbed will increase from 25% to 100% from 00:00:01 hours (Australian eastern daylight savings time) on 22 March 2017.  All goods arriving from this time will be subject to a secure-seals intact direction and inspection regardless of the loading date at the port of origin.

Importers may choose to export the goods if they do not wish to have them inspected. Interference with the goods prior to inspection by a biosecurity officer will result in a direction to export being issued and possible civil or criminal prosecution.

Import permit holders will be advised of changes to their import permits to reflect the increased inspection rate. ... login required
