Regional Comprehensive Economic Partnership

The Australian Government is currently negotiating the Regional Comprehensive Economic Partnership (RCEP) free trade agreement which includes Australia and 15 other countries. The Department of Foreign Affairs and trade (DFAT) are seeking notification of current industry priorities for the RCEP negotiations. 

RCEP is an ASEAN centred agreement, which initially includes the ten Association of Southeast Asian Nations (ASEAN) (Brunei Darussalam, Cambodia, Indonesia, Laos PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam) and the six countries with which ASEAN has separate free trade agreements: Australia, New Zealand, India, Japan, China and South Korea. Australia has existing bilateral agreements with all RCEP parties except for India. The 17th round of negotiations are taking place from 23 February to 3 March in Kobe, Japan.

FTA/APSA presents at the 4th Annual Online Retail Supply Chain Summit

Freight & Trade Alliance (FTA) was proud to present to some of the world's largest online retail businesses and service providers. The event was held at the Pullman Hotel in Melbourne on the 23rd of February and hosted around 200 representatives across a three day programme. Travis Brooks-Garrett was invited to speak on changes to the low-value threshold; the spike in infringement notices for ecommerce businesses; the marked increase  in parcel volumes and the entry of Amazon into the Australian market, with their logistics and forwarding businesses. 

Attendees included Alibaba, Aussie Farmers Direct, Coles, Telstra, Super Amart, Telstra, Woolworths and others.

The event was managed by Akolade and sponsored by FTA members including Toll and DB Schenker.

US air cargo security – will industry be ready for implementation?


Preparedness of Freight Forwarders and CTOs
 
Freight forwarders are in a difficult position in deciding whether to invest in technology, systems, staff training and revised processes to meet the piece-level examination requirements. Before they can make an informed commercial decision, they appear to be waiting on advice from cargo terminal operators (CTOs) on details of changes to existing export security terminal fees and lodgement times for cargo bound to the US.

In response FTA/ APSA has engaged with Menzies Aviation, dnata and Qantas Freight. The CTOs appear to also be in a difficult position of not being able to determine the volume of cargo they will need to examine and what resources and processes they will need to deliver an effective service. We understand that CTOs are trialing screening solutions and we are hopeful of more details on costs and services to be released in the near future.

GST on low value imported goods - Consultation on our proposed administration


The Australian Taxation Office is now consulting on four aspects of our administration of the proposed amendments:

  • a draft Law Companion Guideline: GST on low value imported goods 

  • the information requirements under the Bill

  • an alternative method for converting foreign currency amounts to Australian dollars in order to determine whether supplies are low value goods  

  • an alternative method for converting foreign currency amounts to Australian dollars when calculating the GST payable on a supply under the proposed amendments.

Do these goods contain Asbestos ?

When the changes commenced on asbestos last year there was a list of tariff items that asked the community protection question "Do these goods contain asbestos?"
 
It has been brought to our attention that some tariff items have been removed and new ones added.
 
We received the following advice from the Australian Border Force (ABF)

"... the tariff classifications which attract a Community Protection (CP) Question can change but there is the ability for users of the ICS to extract this information directly. 
 
This is done by extracting the tariff classifications listed against the asbestos CP risks - 302,424, 471, 527 and 564 in reference file CMNPRPRF-P1-EDMAIN-1702210053.txt
