PATRICK TERMINALS - WEIGHT AMENDMENT FEE FOR IMPORT CONTAINERS |
|
Members will be aware that Patrick Terminals have announced the introduction of a Weight Amendment Fee ($230.00 per container) for import containers effective January 4, 2021 for their Brisbane Autostrad Terminal, with dates TBC for their other terminals around Australia. This fee is to be charged to the transport carrier that collects the container.
Freight & Trade Alliance (FTA) support any actions that keep our roads safe and compliance with Chain of Responsibility legislation. However, we yet again see the transport carrier being "charged" for actions that are outside of their control.
Why are these fees not being charged back to the Shipping Line and action taken against the shipper who loaded the container? Without the shipper or shipping lines paying the costs of incorrect weights, it is difficult to see how the charge will influence better compliance.
Rather, we will once again see these "fees" being passed through the logistics chain before getting to the importer resulting in increased costs.
As with infrastructure charges the transport carriers are being constrained by having to sign "carrier access agreements" with the various terminals or NOT being allowed to access those facilities and carry out their activities. However, at least with infrastructure charges, the transport carrier can predict the charges.
There will be no way for a transport carrier to predict which consignments will be subject to a Weight Amendment Fee.
FTA will seek discussion with Patrick Terminals as well as the relevant port authorities and regulators. |
