WEEK 36 - GLOBAL FREIGHT INTELLIGENCE

The findings from the latest Container Shipping Market Review compiled by MDS Transmodal and the Global Shippers Forum (GSF) shows three key features:

1. Capacity deployed globally by shipping lines fell short of the market demand, despite a small increase in the period.
2. The average costs of moving a container for shipping lines has barely changed over the past 18 months, whereas global average revenue earned per container has doubled over the same period.
3. New analysis of the market shares of shipping lines operating in Consortia on the Far East – Europe trades shows an unhealthy concentration of market power, and market shares far in excess of the levels at which the concessions of the EU Consortia Block Exemption Regulation apply.

We reported to members about last week's Department of Agriculture and Water Resources' nationwide phone and systems outage and made mention of the lack of awareness in the utilisation of Business Continuity Plan arrangements. Specifically this referred to the lack of "industry awareness" in the deployment of BCP.

Bearing in mind the ongoing threat of cyber attacks, aging regulatory reporting systems and risks associated with modifications, FTA/APSA will continue close engagement with Border and Biosecurity agencies on the currency of the BCP and now have this on our radar for future training initiatives.

FTA/APSA CALL FOR AN AUSTRALIAN GOVERNMENT-LED REVIEW
FEDERAL GOVERNMENT REVIEW - REGIONAL PRODUCERS FACING ESCALATING INTERNATIONAL SHIPPING AND LOGISTICS COSTS

Between June and August 2021, Freight & Trade Alliance (FTA) and the Australian Peak Shippers Association (APSA) have been privileged to have direct engagement with The Hon. Dan Tehan (Minister for Trade, Tourism and Investment). Whilst acknowledging the substantial efforts by the Federal Government to liberalise trade, our advocacy has noted the benefits of these reforms have been largely countered by shipping capacity constraints and rapidly increasing costs jeopardising the commercial viability of many Australian exporters and importers  READ MORE

INDEPENDENT REVIEW OF THE VICTORIAN PORTS SYSTEM

The Hon Melissa Horne MP, Victorian Minister for Ports and Freight launched the Independent Review of the Victorian Ports System in January 2020. Mark Curry, an Independent Reviewer and former ports and freight executive completed the review in February 2021 and made 63 recommendations which have all been supported by the Victorian Government
The full government response addresses these recommendations, while setting out the three main areas of action:
  • Establishing Ports Victoria, including creating Ports Victoria's legislative charter, and outlining key reforms including to pilotage and towage services.
  • Developing the Victorian Commercial Ports Strategy which will further define the government's stewardship role and articulating the key steps in ensuring the future of Victoria's ports.
  • Local ports and waterway management reforms that will seek to effectively support the economic and social value of these assets.

VICTORIAN COMMERCIAL PORTS STRATEGY

With a 30-year vision, the Victorian Commercial Ports Strategy will provide clear direction on the establishment of Bay West, explore trade and industry trends and network capacity impacting the sector, Port of Geelong channel optimisation, commercial port land-use protection and other themes identified in the review

Commercial port operators and industry are invited to complete a survey by 30 September 2021 - This is your opportunity to share views on key issues and strategy themes are important to you.

MANDATORY COVID-19 TESTING OF MELBOURNE WAREHOUSING & DISTRIBUTION SITES

VACCINATION DEADLINE EXTENDED FOR AUTHORISED WORKERS FROM AREAS OF CONCERN

Following last weeks' meeting between Transport for NSW, FTA, APSA and industry colleagues, authorised workers from local government areas (LGAs) of concern now have until the end of 19 September 2021 to get vaccinated to allow them to continue to work outside of the LGA they live in, provided they have booked their COVID-19 vaccination by the end of Wednesday 8 September 2021.

VACCINATION REQUIREMENTS FOR BORDER / BIOSECURITY OFFICERS - NSW PUBLIC HEALTH ORDER 


FTA/APSA have contacted the Australian Border Force (ABF) and the Department of Agriculture Water and the Environment (the department) in terms of obligations in giving access to officers attending licensed / accredited premises in compliance with the  NSW Public Health ((mandating residents of the 12 LGA's of concern be vaccinated if they leave their LGA of concern to perform essential work functions - while we await a response from the ABF, we are pleased to share the following advice provided by the department (we understand a formal departmental notice will be produced this week).
