WEEK 34 - GLOBAL FREIGHT INTELLIGENCE FTA / APSA continues to gain prominent coverage in mainstream media, most recently featuring in the Australian Financial Review article published on 18 August 2021 titled China port closure further disrupts Australian trade
"This is further significantly impacting on Australian trade from the region, still reeling after delays at Yantian, where similar health concerns resulted in extensive delays for several weeks up until mid-June," said Paul Zalai, the director of the Freight & Trade Alliance, which represents Australian importers and exporters. He said shipping lines were desperately trying to maintain some control amid disrupted sailing schedules, but this was adding to pressure already on Australian exporters from soaring logistics costs and industrial action. "Even ports at Singapore and Hong Kong that set the benchmark in best practice in normal times are experiencing several weeks of delays in transhipping containerised cargo via their terminals," Mr Zalai said. "The downstream impact is being felt hard locally, with shipping lines daily advising our industry of port omissions across Australia's container terminal." VACCINATIONS - DILEMMA FACING EMPLOYERS AND THEIR WORKFORCE |
|
Both NSW and Victoria are facing incredibly difficult health, operational and economic times with the outbreak of Delta variant of COVID-19.The narrative from the NSW government is clear that we must learn to live with the virus and are now desperately seeking to suppress the spread to minimise the impact on our hospital system in a race to reach the target of having 70 to 80% of our adult population vaccinated.
Whilst the NSW government is not mandating the population to become vaccinated (other than those employed in prescribed services), they are certainly applying pressure on employers to force staff in certain other essential industries to do so. As outlined in yesterday's member update, from 12.01am on Monday 30 August an Authorised Worker must not leave their Area of Concern for work unless they have had at least 1 dose of the COVID-19 vaccine; or have been issued with a medical contraindication certificate.
The alternative is for businesses to deploy Rapid Antigen Tests (RAT). Preliminary member feedback suggests this solution is cost prohibitive with suppliers asking for $6.00 to $20 per test and some wanting a minimum order of up to 25,000 tests.
Putting aside personal beliefs as to whether or not individuals should be forced to be vaccinated, the reality is that many employers and employees are now in the diabolical situation of being in workplace disputes, balancing commercial sustainability versus individual's rights.
Overnight we read with interest in the Australian Financial Review certain stevedores will be forcing their workforce to be vaccinated. This will certainly make for a fascinating test case. In the interim, Freight & Trade Alliance (FTA) and the Australian Peak Shippers Association (APSA) will support the Container Transport Alliance of Australia (CTAA) and other industry colleagues in advocacy to state ministers for financial relief and / or alternate reasonable measures to keep international trade moving. |

ELIGIBILITY CRITERIA FOR MSIC AND ASIC IDENTITY CARDS |

Freight & Trade Alliance (FTA) and Australian Peak Shippers Association (APSA) members may be aware that the eligibility criteria for the issuing of a Maritime Security Identification Card (MSIC) / Aviation Security Identification Card (ASIC) changes became effective 23 August 2021 in line with recent legislative changes through the Transport Security Amendment (Serious Crimes) Act 2021 (the Act).

FTA / APSA last week received confirmation American Airlines are suspending their passenger flights into Australia for a period of 2 months effective 1 September 2021..
Despite our very successful cargo-only operation, the opening of borders in the Northern Hemisphere has seen a redeployment of wide body aircraft into flying passenger routes. This upsurge in tourism has seen an unprecedented demand for wide body passenger aircraft into regions normally serviced by narrow body planes. |

In other breaking news,the recent COVID-19 flare-up's impact on airport terminal operations across China and especially for Pudong International Airport in Shanghai. A series of protocols to prevent transmission via contact with international flights, including freighter and passenger flights, are being implemented in airports across China. As part of this effort, airport terminals and ground handling agents have implemented strict isolation requirements for their employees that has dramatically impacted the efficiency of unloading/loading of cargo and resulted in large numbers of flight cancellations. |

CUSTOMS COMPLIANCE UPDATE - WINTER 2021 |

The Australian Border Force (ABF) has published its winter edition of the Goods Compliance Update. Russell Wiese of Customs and Global Trade Law yesterday discussed the key compliance issues identified by the ABF including:- The ABF's position on the use of the French version of the HS Code;
- Depot and Warehouse compliance;
- Prohibited exports; and
- The results of recent ABF compliance activity.

An approved under bond movement allows the movement of goods subject to customs control between two places including Depots licensed in accordance with Sec 77G of the Customs Act 1901 - conditions include:- Customs controlled goods authorised on an under bond movement are to move directly to the nominated licensed establishment;
- in order to provide continuity of customs control each segment of transportation must have separate under bond movement approvals; and
- the movement of under bond goods to any unauthorised place, licensed or not, is strictly prohibited.

REVIEW OF GST ON LOW VALUE GOODS |

On 5 July 2021 the Government announced that the Board of Taxation would undertake a review into the Low Value Imported Goods (LVIG) measure which facilitates the addition of Goods and Services Tax (GST) on low value imported goods. The Board will assess the effectiveness of the LVIG regime and provide advice regarding its ongoing operation. The Board is asked to report back to the Government by 17 December 2021.
