WEEK 32 - GLOBAL FREIGHT INTELLIGENCE 

Ongoing shipping challenges as reported in the LoadStar - commentary from Freight & Trade Alliance (FTA) and members Southern Cross Cargo and Sean Crook at NEOLINK 

According to Paul Zalai, director of the Freight & Trade Alliance, not only is shipping capacity a "major problem", but "exorbitant" container detention penalties are causing significant tension between shippers and carriers.

"The price for moving cargo is one thing, but some desperate exporters and importers are struggling to find capacity at any cost, some waiting weeks before securing bookings only to see blank sailings and cargo being bumped.

"This is a particular concern at a time when some shipping lines are overtly promoting international loading priority of freight space, in association with the uptake of services including customs and biosecurity clearance and inland transport.

"While there is nothing stopping vertical integration of services, we will be maintaining a focus [through lobbying] on these exclusive dealings to ensure shipping line end-to-end logistics services do not lessen competition."

REGISTRATION FOR THE NEW INTEGRATED CARGO SYSTEM BUSINESS CONTINUITY PLAN SUBSCRIPTION LIST
The Australian Border Force (ABF), in partnership with Industry and the Department of Agriculture, Water and the Environment (DAWE) developed an Integrated Cargo System Business Continuity Plan (ICS BCP). The plan and supporting documentation can be found on the ICS Outages Webpage 

To improve the reporting and movement of critical cargo in the event of an ICS outage, a new ICS BCP system will be implemented from December 2021. The new system will deliver automated reports, minimise manual intervention and provide a new secure email channel which will protect commercial information sent during a BCP event - READ MORE
NSW FREIGHT COMMUNITY SYSTEM
Based on extensive member feedback, FTA / APSA provided preliminary feedback in terms of the Freight Community System (FCS) being considered by Transport for NSW. We have also requested an opportunity for focussed engagement to explore in more detail the viability and potential benefits of an FCS and to support Transport for NSW in determining any need to progress to a Final Business Case - correspondence available HERE
PATRICK TERMINALS - INTRODUCTION OF A WEIGHT AMENDMENT FEE AT EAST SWANSON DOCK
Patrick announced that a Weight Amendment Fee will be introduced at East Swanson Dock effective from 4 October 2021 – refer HERE
Notably, this timeframe complies with the necessary with the Victorian Voluntary Pricing Protocol for stevedore landside charges. Under the Voluntary Pricing Protocol the terminal is required to provide industry with 60 days' notice of intent to change charges which includes detailed justification. A final notice to industry 30 days' in advance of the introduction of the new charge summarising any industry feedback received is anticipated by 4 September 2021.
