THE ADVOCATE - RISING PORT COSTS BEING PASSED BACK TO THE FARMER

In April, peak body the Freight Trade Alliance and the Australian Peak Shippers Association raised questions about the rising cost of terminal access charges (TACs) with the Productivity Commission.

"The bottom line is that vulnerable Australian supply chain participants are currently paying an additional $500 million a year direct to stevedores and empty container parks," FTA/APSA director Paul Zalai said.

"These rapidly increasing costs are having a particularly devastating impacts on exporters and importers, with downstream crippling financial impacts on manufacturers, farmers and regional communities." - READ MORE

FTA/APSA MEMBER ADVOCACY UPDATE - Canberra 2 & 3 June 2021
 
Freight & Trade Alliance (FTA) and Australian Peak Shippers Association (APSA) representatives are spending two days in Canberra (2 and 3 June 2021) completing formal ministerial meetings and executive departmental briefings. 

These have been structured in terms of three main themes being: 
  • examining preliminary government and industry co-design project concepts associated with the Trade Single Window initiative (stay tuned for formal announcements)
  • a desperate need to continue funding of the International Freight Assistance Mechanism (to date existing funding will expire in September 2021 with no allocation of funds referenced in the recent Federal Budget announcement)
  • focussed discussion on shipping, stevedore and empty container park costs and critical freight capacity constraints. 
We are particularly grateful to the Hon Dan Tehan (Minister for Trade, Tourism and Investment) for his generous time given to Olga Harriton (APSA Chair,  Global Logistics Manager - Manildra Group), Mary Wu (General Manager Processing and Export, Australian Meat Industry Council - AMIC). The Minister was supported by senior advisors including Michael Byrne (International Freight Co- ordinator General overseeing IFAM).

We have also shared with the Minister's office the attached latest Global Shippers Forum (GSF) /MDST Review covering Q1 2021 and a joint News Release that summarises and comments on the Review's findings - available HERE (FTA/APSA MEMBER LOGIN REQUIRED). 

Given the evidence, GSF has been forthright in connecting the threat that the disruptions and capacity constraints in the shipping market are now presenting to nations' economic activity and speed of recovery from the effects of the Covid pandemic. It clearly forges a connection between the container shipping industry's under-performance and the availability of goods and inflationary pressures in their economies.

MANDATORY CBC SESSION FOR NCCC (CLASS 19.1)  APPROVED ARRANGEMENTS
THURSDAY 10 JUNE 2021 (10am AEST) - For those who cannot attend the live webinar, a recording will be made available by the department on the CBC activities webpage. FTA will also make this recording available as a resource along with the mandatory assessment online via  www.ComplianceNetFTA.com.au :
The Department of Agriculture, Water and the Environment published  an industry advice notice on the revised schedule and update on implementation of the urgent actions for Khapra beetle. The notice includes key dates regarding the 6A urgent actions for sea containers and associated variation to the Class 19.1 non-commodity for containerised cargo clearance (NCCC) approved arrangement. 

In  conjunction with these changes the Department will schedule a live webinar for the mandatory CBC Activity 21-22/01 on Thursday 10 June 2021 at 10:00am AEST relevant to the NCCC (Class 19.1) approved arrangements. NCCC accredited persons must complete this training to maintain their accreditation.

JAEPA GENERAL REVIEW - CALL FOR PUBLIC SUBMISSIONS 

The Department of Foreign Affairs and Trade (DFAT) has commenced a public stakeholder consultation process for the General Review of the Japan – Australia Economic Partnership Agreement (JAEPA).
 
Freight & Trade Alliance (FTA) has been invited to make a submission to the review and is seeking feedback from any members who wish to make a contribution. Members can also lodged a submission directly with DFAT using the information provided on their website.

Members wishing to provide feedback for inclusion in the FTA submission should send commentary to Clint Latta, and are requested to do so by COB 30 June 2021.

SECTION 77G DEPOT

Notice 2019/27 (condition 28) states Section 77G Deport licence holders must provide adequate training to make staff aware of their obligations in dealing with goods subject to the control of Customs.

CONTENT - the Section 77G Depots - Obligations Course provides operational staff with practical learning outcomes to be able to complete day to day activities with confidence that they are compliant with statutory requirements.

FREQUENCY - we recommended that staff complete this course at induction and at a minimum, review annually to remain up to date with regulatory requirements.

COST - $48 (further discounts apply for FTA members)

APPROVED ARRANGEMENTS

Approved Arrangements, previously known as Quarantine Approved Premises (QAPs) and Compliance Agreements, are voluntary arrangements entered into with the Department of Agriculture, Water and the Environment.

These arrangements currently allow operators to manage biosecurity risks and/or perform the documentary assessment of goods in accordance with departmental requirements, using their own sites, facilities, equipment and people, and without constant supervision by the department and with occasional compliance monitoring or auditing.

CONTENT - to secure an Approved Arrangement (AA) accreditation, staff are required to undertake the prescribed training course containing the following two subjects:

  • Biosecurity Awareness - provides an introduction to biosecurity in Australia and prepares staff to recognise the biosecurity risks and how these are addressed by the key stakeholders, including the department.
  • Approved Arrangement Accreditation for AA Accredited Persons - provides the skills and knowledge required for staff to undertake their role as an Accredited Person within an AA - in this course, staff will be introduced to the requirements for Classes 1 to 8 and 10 to 14 AAs, and responsibilities in identifying and reducing biosecurity risks at AA sites.

FREQUENCY- We recommended that staff complete this course at induction and at a minimum, review annually to remain up to date with regulatory requirements.
