Are we headed for deja vu on our waterfront ? - some 12 months ago and 4 months into the COVID-19 pandemic, the Australian waterfront (mainly east coast ports) where subjected to poor weather conditions, infrastructure upgrades and yes union disputes. All of which threw shipping schedules out the window and led a surge of extra surcharges and rate increases with minimal if any notice.
Currently only one (1) stevedore, DP World, have had their Enterprise Agreements with the Maritime Union of Australia (MUA) ratified and despite the undertones of "negotiations are proceeding" we are now faced with Hutchison Ports, VICT and Patrick Terminals having no agreements in place.
Union action, as members would have seen from our notices, at Patrick terminals has been ongoing for some weeks and we seem to get a new advice on further work restrictions daily.
Freight & Trade Alliance (FTA) and the Australian Peak Shippers Association (APSA) have made submissions to he Productivity Commission on the need, amongst other recommendations, for a formal waterfront industrial relations review. Stay tuned for further detail in terms of our advocacy on this matter. |

COMMONWEALTH BIOSECURITY 2030 |
|
Last week the government released their "road map" to work towards a system that will protect Australia from current and future biosecurity threats.
The Department of Agriculture, Water and the Environment, the department, has expressed a desire to engage with Industry as they seek to implement this agenda, including progressing their efforts across government, industry and the community toward a national biosecurity strategy.
In the meantime, it would be advantageous to review the plan and as requested provide any feedback by 30 June 2021. |

ABF TRIALLING NEW FACE TO FACE ENGAGEMENT IN BRISBANE |

The Australian Border Force (ABF) has commenced a trial for appointment based counter services at ABF House, Brisbane Airport. The trial is expected to continue until November 2021.

The Department of Agriculture, Water and the Environment published an industry advice notice on the revised schedule and update on implementation of the urgent actions for Khapra beetle. The notice includes key dates regarding the 6A urgent actions for sea containers and associated variation to the Class 19.1 non-commodity for containerised cargo clearance (NCCC) approved arrangement. In conjunction with these changes the Department will schedule a live webinar for the mandatory CBC Activity 21-22/01 on Thursday 10 June 2021 at 10:00am AEST relevant to the NCCC (Class 19.1) approved arrangements. NCCC accredited persons must complete this training to maintain their accreditation.

SECTION 77G DEPOT Notice 2019/27 (condition 28) states Section 77G Deport licence holders must provide adequate training to make staff aware of their obligations in dealing with goods subject to the control of Customs. CONTENT - the Section 77G Depots - Obligations Course provides operational staff with practical learning outcomes to be able to complete day to day activities with confidence that they are compliant with statutory requirements. FREQUENCY - we recommended that staff complete this course at induction and at a minimum, review annually to remain up to date with regulatory requirements. COST - $48 (further discounts apply for FTA members) APPROVED ARRANGEMENTS Approved Arrangements, previously known as Quarantine Approved Premises (QAPs) and Compliance Agreements, are voluntary arrangements entered into with the Department of Agriculture, Water and the Environment. These arrangements currently allow operators to manage biosecurity risks and/or perform the documentary assessment of goods in accordance with departmental requirements, using their own sites, facilities, equipment and people, and without constant supervision by the department and with occasional compliance monitoring or auditing. CONTENT - to secure an Approved Arrangement (AA) accreditation, staff are required to undertake the prescribed training course containing the following two subjects: - Biosecurity Awareness - provides an introduction to biosecurity in Australia and prepares staff to recognise the biosecurity risks and how these are addressed by the key stakeholders, including the department.
- Approved Arrangement Accreditation for AA Accredited Persons - provides the skills and knowledge required for staff to undertake their role as an Accredited Person within an AA - in this course, staff will be introduced to the requirements for Classes 1 to 8 and 10 to 14 AAs, and responsibilities in identifying and reducing biosecurity risks at AA sites.
FREQUENCY- We recommended that staff complete this course at induction and at a minimum, review annually to remain up to date with regulatory requirements. COST - $80 (further discounts apply for FTA members) |
