WEEK IN REVIEW
We were privileged yesterday to host John the cameraman and to be interviewed by Sue Lannin from the 'The Business' - a culmination of work that we have been doing with the ABC and FTA / APSA members in creating awareness on shipping costs and capacity restraints - this will go to air within the next fortnight - in the interim, we will keep up the momentum on our media campaign and advocacy activity.  
NSW - REVIEW OF THE PORTS AND MARITIME ADMINISTRATION REGULATION
Transport for NSW has issues a notice re a proposed amendment to allow the Minister to require the provision by empty container parks of "empty container park operational data" similar to what is currently required from carriers, stevedores etc under clause 39 of the regulation. -  READ MORE

EXPRESSION OF INTEREST:
PROOF OF CONCEPT BIOSECURITY TRIAL OF NEW ARRANGEMENTS FOR IMPORTED CARGO 
Further to previous correspondence available HERE we wish to advise that the Department of Agriculture, Water and the Environment has issued an Industry Advice Notice 92-2021 advising of Expression of interest: Proof of concept trial of new arrangements for imported cargo 

The department is proposing to trial new arrangements to test the ability to leverage importer management systems to address biosecurity risks across supply chains. The aim is to reduce red-tape and biosecurity regulatory costs for importers with proven compliance track records who already have significant quality assurance arrangements in place. Up to three pilots are proposed under the trial, which will run in parallel to existing biosecurity requirements. WHAT TRADE PROFESSIONALS CAN TAKE FROM THE 2021/22  BUDGET
From a trade perspective, the biggest news from the 21/22 budget concerns biosecurity which will receive a massive $400 million funding boost.  This is crucial for importers who have faced delays with the biosecurity clearance of their goods. It will also help maintain the credibility of Australia's exports.

TRAINING 
SECTION 77G DEPOT

Notice 2019/27 (condition 28) states Section 77G Deport licence holders must provide adequate training to make staff aware of their obligations in dealing with goods subject to the control of Customs.

CONTENT - the Section 77G Depots - Obligations Course provides operational staff with practical learning outcomes to be able to complete day to day activities with confidence that they are compliant with statutory requirements.

FREQUENCY - we recommended that staff complete this course at induction and at a minimum, review annually to remain up to date with regulatory requirements.

COST - $48 (further discounts apply for FTA members)

APPROVED ARRANGEMENTS

Approved Arrangements, previously known as Quarantine Approved Premises (QAPs) and Compliance Agreements, are voluntary arrangements entered into with the Department of Agriculture, Water and the Environment.

These arrangements currently allow operators to manage biosecurity risks and/or perform the documentary assessment of goods in accordance with departmental requirements, using their own sites, facilities, equipment and people, and without constant supervision by the department and with occasional compliance monitoring or auditing.

CONTENT - to secure an Approved Arrangement (AA) accreditation, staff are required to undertake the prescribed training course containing the following two subjects:

  • Biosecurity Awareness - provides an introduction to biosecurity in Australia and prepares staff to recognise the biosecurity risks and how these are addressed by the key stakeholders, including the department.
  • Approved Arrangement Accreditation for AA Accredited Persons - provides the skills and knowledge required for staff to undertake their role as an Accredited Person within an AA - in this course, staff will be introduced to the requirements for Classes 1 to 8 and 10 to 14 AAs, and responsibilities in identifying and reducing biosecurity risks at AA sites.

FREQUENCY- We recommended that staff complete this course at induction and at a minimum, review annually to remain up to date with regulatory requirements.
