VICT INDUSTRY NOTICE (INFRASTRUCTURE CHARGE) |

Effective 1 July 2021, VICT will be adjusting their Infrastructure Charge to recover increased infrastructure cost and landside system investments "The revised charge is a direct-pass through to our customers to recover our on-going costs, the revised Infrastructure charge will be $141.80 (exclusive of GST) per container and will only be applicable to full export and import containers" - READ MORE
VICT will also be reinstating the Stack Run in (Empty) Fee and introducing a Premium Slot Fee. Both will be effective 1st July 2021

The FTA / APSA submission to the Productivity Commission Inquiry into Vulnerable Supply Chains provided 7 key recommendations and highlighted the need for the creation of a new federal regulator, along the lines of the US Federal Maritime Commission (FMC), to facilitate open and competitive international trade while safeguarding the interests of Australian shippers (exporters, importers and freight forwarders).

As highlighted in our advocacy to the Victorian government, FTA / APSA expressed serious concern to the National transport Commission that any voluntary monitoring process will mean that stevedores will continue to receive revenue from the transport sector with the minor inconvenience in the form of another level of bureaucracy before implementing each increase. Continuation of such voluntary performance arrangements also poses the significant risk of giving tacit approval to this unwarranted cost recovery method on third parties. |

FTA / APSA also noted that empty container parks are also rapidly increasing their charges on transport operators following the lead from stevedores that has clearly demonstrated a very effective model to collect revenue from vehicle booking systems rather than negotiating increases with commercial clients.
FTA / APSA recommended that the scope of the NTC review be expanded to examine the potential of regulation to force stevedores (and empty container parks) to cost recover directly against their commercial client (shipping line) rather than via third party transport operators. - The formal FTA / APSA response to the NTC is available HERE

FREE TRADE AGREEMENT WITH ISRAEL - FTA / CGT LAW FORMAL SUBMISSION |

The Department of Foreign Affairs and Trade (DFAT) is currently undertaking a feasibility study on how best to strengthen trade and investment with Israel, including possibly through a Free Trade Agreement. Freight & Trade Alliance (FTA) and Customs and Global Trade (CGT) Law were invited to make a submission to the study and last Friday 30 April 2021 lodged a joint submission. Australia's bilateral economic relationship with Israel has continued to grow in recent years. Two-way goods and services trade increased to approximately $1.3 billion in 2019-20. Australian exports to Israel were worth $345 million and imports from Israel to Australia were worth $1.02 billion. In 2019, Australian investment in Israel totalled $1.2 billion and Israeli investment in Australia was $342 million, mostly centred in the innovation sector. We believe that a Free Trade Agreement with Israel is an important element in strengthening Australia's trade and investment relationship with Israel. SECTION 77G DEPOT Notice 2019/27 (condition 28) states Section 77G Deport licence holders must provide adequate training to make staff aware of their obligations in dealing with goods subject to the control of Customs. CONTENT - the Section 77G Depots - Obligations Course provides operational staff with practical learning outcomes to be able to complete day to day activities with confidence that they are compliant with statutory requirements. FREQUENCY - we recommended that staff complete this course at induction and at a minimum, review annually to remain up to date with regulatory requirements. COST - $48 (further discounts apply for FTA members) APPROVED ARRANGEMENTS Approved Arrangements, previously known as Quarantine Approved Premises (QAPs) and Compliance Agreements, are voluntary arrangements entered into with the Department of Agriculture, Water and the Environment. These arrangements currently allow operators to manage biosecurity risks and/or perform the documentary assessment of goods in accordance with departmental requirements, using their own sites, facilities, equipment and people, and without constant supervision by the department and with occasional compliance monitoring or auditing. CONTENT - to secure an Approved Arrangement (AA) accreditation, staff are required to undertake the prescribed training course containing the following two subjects: - Biosecurity Awareness - provides an introduction to biosecurity in Australia and prepares staff to recognise the biosecurity risks and how these are addressed by the key stakeholders, including the department.
- Approved Arrangement Accreditation for AA Accredited Persons - provides the skills and knowledge required for staff to undertake their role as an Accredited Person within an AA - in this course, staff will be introduced to the requirements for Classes 1 to 8 and 10 to 14 AAs, and responsibilities in identifying and reducing biosecurity risks at AA sites.
