ENHANCEMENTS TO AUSTRALIA'S DOMESTIC AIR CARGO SECURITY

DEPARTMENT OF AGRICULTURE - DOCUMENT ASSESSMENT DELAYS
Document assessment by the Department of Agriculture, Water and the Environment resources remains at unacceptable levels resulting in significant delays in cargo release and inflated supply chain costs.

Remedial initiatives outlined in last week's member notice are yet to deliver any meaningful improvement.

We have received consistent feedback from members who are desperately calling the department to get updates on delays and are at times receiving less than helpful responses. This comes as no surprise as departmental representatives are also no doubt feeling the enormous pressure of working in a broken system and some are using coping mechanisms that may be further agitating callers.

While we focus on measures to address the root cause of the problems, it is important that we (the department and industry) reverse this adversarial culture that is emerging and we urge members to remind all staff to maintain a professional and respectful relationship when dealing with the department.

A contingent of FTA representatives are in Canberra today and will be involved in a series of meetings with departmental and government representatives over the next few days seeking immediate relief measures and longer term sustainable solutions. 
PATRICK TERMINALS RAMP UP RANSOM MODEL
Stevedores are understandably nurturing the 'ransom model' ... pay up front if you want terminal access ... and 'no' they are not going to consult with you on service or price ... why should they, transport operators are NOT their commercial client.

We don't blame stevedores as it is clearly a lot easier than going back to their contracted shipping line each year for revenue increases, especially as our state governments have given this ransom model their tacit approval.

On top of ever-increasing Infrastructure Surcharges, Patrick are imposing fees on side-loaders ($62.50) and 'long trucks' ($50) which incentivises more trucks on our roads and staged container movements (higher supply chain costs) ... add to the mix the pondus fee on mis-declared container weights and a 47.5% increase in slot booking fees (from $20 to $29.50)... looks like trucking companies continue to be the soft target on which to impose fees.


NOTE: the new Patrick long trucks $50 fee applies per vehicle operating in truck and trailer combinations of more than 26m requiring access to the Autostrad grid - based on this preliminary detail we assume that this should exclude normal B Double but definitely includes the A doubles run by the big on port precinct operators.

The year gone has shown we need a reliable waterfront workforce with improved productivity combined with leadership from ports and state and federal governments to work towards best practice.
