PORT BOTANY UPDATE
CONGESTION SURCHARGES ADDING SALT INTO THE WOUNDS
In an environment of significantly increased freight rates and a dearth of container capacity from major Asian ports, the ongoing burden of exorbitant surcharges is adding salt into the wounds of Australian exporters and importers.

Port Botany is still catching up following an extended period of ongoing industrial action, adverse weather conditions and operational events. This has resulted in a delay of reported scheduled vessel arrivals at DP World Australia of up to 10-14 days and Patrick Terminals being 21 days. 

In response, many shipping lines have 'blanked' sailings, by-passed Sydney and in some cases stopped taking bookings altogether.

On a more positive note and as outlined in the latest NSW Ports CEO Update, those vessels servicing Port Botany are now experiencing 'good productivity and capacity improvements' following the recent suspension of the industrial action.

Based on the above, it is unclear why some shipping lines are continuing with a 'Port Botany Congestion Surcharge' ranging from USD 285 to 350 per TEU.

This latest surcharge commenced in early September as a 'temporary measure' to overcome shipping line costs associated with poor productivity. It was then explained that shipping lines were facing extensive waiting times anchored off the port (estimated to cause $25,000 per day in direct costs) ands other unbudgeted items including the management of additional transhipments, higher fuel costs, equipment costs and lost opportunity costs given the inability to reposition equipment back to demand areas.

Noting that there are no queues of vessels anchored off Port Botany, FTA / APSA has requested:
  • further detail as to what this surcharge is specifically covering rather than a vague description and a moving target of abstract operational items,
  • how many vessels are actually anchored across Australia or are slow steaming to Sydney, and
  • whether shipping lines are seeking compensation from stevedores and if so ,why are they also penalising exporters, importers and freight forwarders. 
FTA / APSA encouraged Shipping Australia to produce their summary titled Extreme container disruption continues in Sydney despite industrial cease fire . Whilst being informative, we have gone back to them for answers to the above requested detail and will maintain pressure on all stakeholders to provide transparency of costs and justification of surcharge retention.
