Managing Biosecurity Risk

MHD MARCH / APRIL 2019 - CATCH THAT BUG!

The Brown Marmorated Stink Bug (BMSB) is causing chaos for Australia's import supply chains


The problem is not going to go away. Indications from the department is that by next season (September to April), we will be talking about treatment of goods from high-risk continents rather than high-risk countries, such is the spread of the pest throughout Europe, Asia and other parts of the world," Mr Zalai said.

The FTA has been calling for the Minister for Agriculture and Water Resources to commission a comprehensive independent review. As a result of our advocacy, an independent review was announced on Thursday 24 January 2019. The review will be conducted by the Inspection-General of Biosecurity Dr. Helen Scott-Orr.

ATN 22/3/2019 - 'Broken' container freight system shortcomings detailed

As FTA director Travis Brooks-Garrett points out to ATN, shipping lines have been beneficiaries of lower stevedoring rates due to consolidation and yet are passing on higher Terminal Handling Charges to shippers "even though shippers are now also paying a terminal infrastructure fee".

"Competition has resulted in stevedores reducing the prices they charge shipping lines to attract or retain business," the submission states.

"That lost revenue has then been recovered via landside charges, or 'infrastructure charges', an unregulated charge for access to international container terminals.

"The result has been a disaster for Australian exporters, who have, in some cases, such as Melbourne, experienced price increases of over 2,000%, in only a few short years.

Senate Committee Inquiry into Australian Shipping
13 March 2019, Travis Brooks-Garrett (FTA/APSA) and Neil Chambers (Container Transport Alliance Australia - CTAA) gave evidence before the Senate Committee Inquiry into Australian Shipping representing the interests of Australian importers, exporters and freight forwarders. Thank you to Senator Barry O'Sullivan, Senator Alex Gallacher, and the Chairman, Senator Glenn Sterle for hearing our position on the following - detention and demurrage practices; - minimum levels of service; - empty container management; - shipping line surcharges; - dispute mechanisms ; and - infrastructure charges / Terminal Handling Charges (THCs).

We encourage members to familiarise themselves with developments in the presentation (available HERE) - through our overseas affiliations and support from the Department of Foreign Affairs and Trade (DFAT) / Austrade, we will keep members up to date on key developments.
A 'no deal' Brexit, in which the UK exits the EU without an agreed Withdrawal Agreement, could have significant implications for Australian businesses operating in, and exporting to, the UK. DFAT and Austrade have released information for Australian businesses and travellers to the UK, including potential issues for consideration in the case of 'no deal'.

Markets crashed before the close on Friday, as sentiment dipped, post FOMC. Europe has been locked in 'Brexit' chaos and it is ensuring total pre-occupation. The European experiment of a single market, was a great unifying post-war experiment, but the creation of a single political entity was a bridge too far. Brexit will challenge the whole concept. The UK was the second biggest contributor, behind Germany, which kept the Socialist Community functional. European and US markets collapsed, to close a choppy week.
