Welcome to the Freight & Trade Alliance (FTA) Biosecurity Report, your one-stop update on the latest operational issues and notices issued by the Department of Agriculture, Fisheries and Forestry (DAFF). This report is designed to keep you informed and prepared to manage biosecurity compliance effectively in an ever-changing landscape.


This Week in Biosecurity

This week in Biosecurity saw a strong focus on improvements to import processes, particularly with upcoming changes to the lodgement of Unaccompanied Personal Effects (UPEs). From 8 July 2026, UPE lodgements for clients not using a customs broker will transition from the Import Assessment mailbox to the Cargo Online Lodgements System (COLS), delivering a more streamlined, digital workflow with integrated payments, status tracking and reduced reliance on manual enquiry channels. The change forms part of the broader STEPS program aimed at modernising cargo clearance and enhancing biosecurity risk management.

Further import updates included revised pre-arrival reporting requirements for vessels and the commencement of the Conveyance Waste Recycling Policy.

The department has proposed fees and charges for 2026-27, with most biosecurity and imported food regulatory charges set to increase by 3.8% in line with CPI indexation. Notable exceptions include higher increases for companion animal charges to reflect rising Post Entry Quarantine (PEQ) costs.

Key changes include the introduction of new charges for live snail consignments and diagnostic activities for incoming vessels, alongside revisions to diagnostic cost recovery arrangements. Amendments to existing charge structures and legislative provisions are also proposed, including changes to certain biosecurity charge points and removal of outdated provisions.

Approved arrangements ( AA ) annual charge is incurred by the holder of the AA for each financial year, or part financial year that the AA is approved. The charge is based on the number of AAs held under a single Australian Business Number and is an up-front charge for the pending financial year. The updated fees are scheduled to apply from 1 July 2026, subject to government approval and will be issued around 7th July 2026.

Looking ahead, industry attention is also turning to the upcoming brown Marmorated Stink Bug (BMSB) season. FTA is supporting the Biosecurity Business Pledge Australia initiative, with a dedicated webinar scheduled for 23 July 2026 to provide insights from the 2025-26 season and help members prepare for emerging risks in the next season.

Summary

UPE Lodgement changes

Changes to the lodgement of Unaccompanied Personal Effects (UPE's) will transition clients ( lodging without a customs broker) from email based submissions to an online process via the Cargo Online Lodgement System (COLS) from 8 July 2026, enhancing efficiency under the STEPS program. The new process removes the need for coversheets, enables payment and enquiry handling within COLS, and provides self-service tracking of lodgements, while maintaining current requirements for submitting UPE statements to ABF prior to biosecurity assessment.

Drafted Imported New Vehicle Policy

DAFF has released a draft Imported New Vehicle Policy for early industry consultation, aimed at strengthening biosecurity risk management while recognising compliant supply chains and improving regulatory efficiency. The proposed framework outlines clearer roles and responsibilities, sets expectations for vehicle cleanliness, and explores more targeted intervention and sustainable funding models. DAFF is actively seeking practical feedback from industry on compliance measures, operational impacts, and any gaps or unintended consequences, with input during this stage helping shape the policy ahead of broader consultation.

Brown Marmorated Stink Bug

FTA is pleased to highlight an upcoming webinar on 23 July 2026 focused on the brown marmorated stink bug (BMSB) and preparations for the 2026-27 risk season. Delivered by DAFF, the session will share insights from the recent season, including emerging risk countries, targeted goods, treatment options and common compliance issues. The webinar also supports the Biosecurity Business Pledge Australia, encouraging businesses to strengthen day to day bisoecurity practices and enhance supply chain resilience ahead of the upcoming BMSB season.

Australian Fumigation Accreditation Scheme (AFAS) - Suspension Update 

DAFF has advised of the suspension of SML Eco Pest Control (AEI:LK0012MB) and M/S Exim Fumigation Services under the Australian Fumigation Accreditation Scheme (AFAS).
Members should ensure that offshore treatments are conducted by approved providers, as the use of suspended providers may impact the validity of treatment certification and clearance outcomes.

Export  Industry Notices

A steady flow of export updates this week, with a focus on cost recovery, digital transformation, and evolving market access requirements.

Key developments include the release of the 2026-27 Export Cost Recovery Implementation Statement (CRIS), providing clarity on fees and regulatory cost settings. DAFF has also confirmed progress on the MICOR migration to a new platform for plant exports, signalling ongoing modernisation of export systems.

Overall, the notices highlight continued system reform, cost transparency, and tightening international requirements across key export sectors.

Import Industry Advice Notices - Operational Updates and Policy Changes

Recent Import Industry Advice Notices highlight a series of operational and regulatory updates impacting maritime reporting, human health requirements and cost recovery arrangements. Key changes include enhancements to pre arrival reporting through MARS, updates to Human Health PAR requirements, and the introduction of a new conveyance waste recycling policy for commercial and cruise vessels. In addition, amendments to Unaccompanied Personal Effects (UPE) lodgement processes and revised biosecurity fees and charges signal ongoing system and compliance reforms, supported by improved fee reporting functionality now available via the Biosecurity Portal.

Detection of H5 bird flu - Western Australia

Australia has confirmed its first detection of the highly pathogenic H5 bird flu strain, identified in a migratory brown skua in southern Western Australia on 20 June 2026. The virus, which has been circulating globally, remains confined to wild seabirds at this stage, with no detections in poultry and no evidence of wider spread or mass mortality. Authorities, led by the Western Australian Government with national coordination from DAFF, have implemented surveillance and response measures to assess any impact on wildlife and mitigate biosecurity risks. Importantly, the risk to the public remains low, and there are no food safety concerns for poultry products when properly handled and cooked.

System Notification - Scheduled Service Disruption 

DAFF has issued several system notifications this last week advising or coordinated scheduled outages across multiple platforms, including messaging and ics over the weekend of 20-21 June 2026. These notices highlight overlapping system disruptions and urgent service impacts that may affect lodgements, messaging and processing activities. 

Members are encouraged to plan ahead, monitor notifications closely and manage workflows to minimise disruption during the outage period.

2026-2027 FTA Online CPD Training Packages

FTA offers Continuing Professional Development (CPD) and training online for the customs broker licencing period 1 April to 31 March each year. The cost of an online training package is $150 (excl. GST) for member organisations with bulk discounts available on a sliding scale.

Licensed customs brokers not employed by a corporate FTA member, can purchase an Individual Membership which includes online CPD training for the cost of only $300 (excl. GST) per customs broker licensing period. Please email the team at training@FTAlliance.com.au if you wish to purchase a package.

2026-2027 Continued Biosecurity Competency (CBC)

As published on the DAFF CBC webpage, CBC 2026-27/01 , it is now open for completion from Thursday, 11 June 2026 on Learnhub.

Effective this year, the CBC activity includes both the learning and assessment component, which will only be delivered through the department's education and training platform, Learnhub.

All accredited persons must complete the CBC activity by Thursday, 23 July 2026.

Failure to meet CBC requirements will result in suspension or cancellation of approved arrangement class 19 accreditation. It may also result in administrative actions against the approved arrangement holder.

DAFF has also indicated that the CBC activity will attract 2 CPD points in Stream A . The certificate of completion will reflect the 2 points awarded.

Department of Agriculture, Fisheries and Forestry Cargo Consultative Committee (DCCC)

The Department of Agriculture, Fisheries and Forestry Cargo Consultative Committee (DCCC) brings together DAFF and industry representatives to address biosecurity issues impacting trade and logistics with the purpose to ensure effective biosecurity regulation without unnecessary trade barriers. FTA proudly represents the freight and trade sector on this vital committee.

The DCCC meets a minimum of three times per year with out-of-session meetings scheduled as necessary. The next meeting is scheduled for 2 September 2026.

Australian Fumigation Accreditation Scheme (AFAS):

AFAS is a bilateral arrangement between DAFF and participating overseas government agencies. AFAS manages the high biosecurity risk posed by ineffective treatments performed offshore.

To support customs brokers and importers in staying ahead of operational changes, we have introduced a weekly snapshot of BICON case updates issued in the past seven days. This section will highlight newly added conditions, revised import pathways, and notable treatment or permit changes that may affect lodgements and client advice.

Case Alerts: 

Extension to the seasonal export period for oriental melon and rockmelons from the Republic of Korea

Import conditions for fresh pears from the Republic of Korea will be updated from 30 June 2026, with Yeongam added to the list of approved export regions. This expands existing approved areas (Hadong, Sangju, Naju, Jinju,Gokseong and Gochang ) and applies to importers, brokers and Cargo and Traveller Operations handling fresh pome fruit consignments.

Update to approved export areas for Korean Pears

The Department of Agriculture, Fisheries and Forestry will update import conditions for fresh pears from the Republic of Korea, adding Yeongam to the list of approved export areas alongside existing regions. The change applies from 30 June 2026 and is administrative in nature, expanding approved sourcing locations without altering existing biosecurity requirements. This update is relevant to importers, brokers and operational staff managing fresh pome fruit consignments.

 
Case Changes: 

New import pathway for "Survival ration food bars"

A new BICON  import pathway for "Survival ration food bars" has been introduced, directing users to the existing case for retail-ready products containing a mix of grains, seeds, dried fruits and nuts. This update aims to improve clarity in selecting the correct case based on product information and documentation. This change applies to goods for military use and impacts importers, customs brokers and departmental staff.

Updated quarantine status for several Asparagus species

Following a review of the genus Asparagus, several species and synonyms have been reclassified as quarantine pests and are now not permitted entry into Australia due to weed risk. These changes resulted in their removal from permitted seed and nursery stock cases and inclusion under the plant species that are weeds case, with associated updates reflected in BICON.

Updates to species listed in Xylella fastidiosa and Ceratocystis spp.hosts for use as nursery stock

Several Ipomoea species have been removed from the Xyella fastidiosa and Ceratocystis spp. nursery stock case and reclassified under a separate Ipomoea spp. nursery stock case, following a review of host range and moko disease risk. Updated conditions apply to consignments certified on or after 17 June 2026, with no other changes to the original case.

Updates to species listed in Methyl bromide sensitive nursery stock

Following a review of plant host range and moko disease risk, multiple Peperomia species have been moved from the methyl bromide nursery stock case into a new case covering moko disease hosts sensitive to methyl bromide. Updated conditions apply to consignments certified on or after 17 June 2026, with no other changes to existing import requirements.

Updates to species listed in Ornamental virus hosts for use as nursery stock

Permitted Daphne species have been reclassified from the ornamental virus hosts case into a new case covering hosts of both ornamental viruses and Xylella fastidiosa, following a review of Xylella host range. Updated conditions apply to consignments certified on or after 17 June 2026, with no other changes to existing import requirements.

Updates to species listed in Bromeliads for use as nursery stock

Several bromeliad-related genera have been moved from the Bromeliads for nursery stock case into a new case covering Xyella fastidiosa hosts, following a review of host range. Updated conditions apply to consignments certified on or after 17 June 2026, with no other changes to existing import requirements.

Updates to species listed in Guava rust hosts for use as nursery stock

Permitted Acmena species have been reclassified from the guava rust hosts case into a new case covering hosts of both guava rust and Xylella fastidiosa, following a review of Xylella host range. Updated conditions apply to consignments certified on or after 17 June 2026, with no other changes to existing import requirements.

Updates to species listed in Medium risk plants for use as nursery stock

Following a review of plant host ranges and associated disease risks, several genra have been reclassified from the medium risk plants case into more specific disease based cases, including moko disease, Pepper ringspot virus, sudden oak death, and Xylella fastidiosa. Updated conditions apply to sonsignments certified on or after 17 June 2026, with no other changes to existing import requirements.

Updates to species listed inXylella fastidiosa hosts for use as nursery stock

Multiple plant genera (including Canna, Euphorbia, and Salvia ) have been transferred from the Xylella fastidiosa nursery stock case into new cases incorporating moko disease risk, following a review of host range and affected countries. Updated conditions apply to consignments certified on or after 17 June 2026, with no other changes to existing Xylella requirements.

Updates to species listed in Hosts of Candidatus Liberibacter solanacearum for use as nursery stock

From 17 June 2026, permitted Browallia species have been moved from the Candidatus Liberibacter solanacearum nursery stock case into a new combined case covering hosts of both Liberibacter and moko disease. The update reflects revised host range assessments, with new conditions applying to consignments certified on or after this date, while earlier consignments remain under previous arrangements.

Updates to species listed in Ceratocystis spp. hosts for use as nursery stock

From 17 June 2026, several Xanthosoma species have been reclassified from the Ceratocystis spp. nursery stock case into a new case covering hosts of both Ceratocystis spp. and moko disease. The change reflects an updated host range assessment, with revised conditions applying to consignments certified on or after this date, while earlier consignments remain under previous arrangements.

Updates to species listed in MeBr sensitive nursery stock that are hosts of Xylella fastidiosa

From 17 June 2026, Salvia rosmarinus (rosemary) has been removed from the methyl bromide (MeBr) sensitive nursery stock hosts of Xylella fastidiosa case and reclassified under a new case covering hosts of both moko disease and Xylella that are sensitive to MeBr. The change follows an updated assessment of host range and affected countries. Revised conditions apply to consignments with phytosanitary certificates issued on or after 17 June 2026, with earlier consignments permitted under previous settings.
