Infrastructure Surcharges - update on advocacy activity |

Sydney – David Scott (FTA Member Representative Sea Freight / Commercial Freight & Logistics) and I met yesterday (5 November 2019) with Peter Achterstraat AM (NSW Productivity Commissioner) and his senior advisors - we thank the Hon. Andrew Constance (Minister for Transport and Roads and Member for Bega) for setting up this engagement following our meeting with him on 12 August 2019.
Freight & Trade Alliance (FTA) and the Australian Peak Shippers Association (APSA) will be supporting the NSW Productivity Commissioner on agreed action items including collation of commercial impacts generated by Infrastructure Surcharges. FTA/APSA and the Container Transport Alliance Australia (CTAA) have reached out to Deloitte, Freight Victoria and the Minister for Ports and Freight for an update on the release of recommendations and the Victorian government responses - refer HERE.

Fremantle – FTA / APSA provided a submission to Fremantle Ports on 27 Sept 2019 warning of the escalating threat of Infrastructure Surcharge increases to Western Australian operations and seeking intervention via the Ports' stevedoring leasing renewal arrangements - refer HERE. As outlined in Monday's notice from DP World Australia, these concerns have clearly come to reality with their Infrastructure Surcharge (now referred to as "Terminal Access Charge") scheduled to increase from $8.22 (excl GST) to $45 (excl GST) per container effective 1 January 2019 - refer HERE

"DP World's action is disappointing, given the substantial effort both parties have made to reach agreement on the new lease arrangements over the past months. It also confirms Fremantle Ports' concerns about the level of future infrastructure surcharges that may eventuate if no agreed approach is in place under the new lease.Fremantle Ports is currently considering its position with regard to longer-term lease arrangements at Fremantle. It will continue to strive for fair and reasonable commercial arrangements that are in the interests of all port stakeholders."

The Container stevedoring monitoring report 2018-19 released last week (6 November 2019) reported higher Infrastructure Surcharges imposed on trucks and rail operators at ports helped the container stevedoring industry increase average revenue per container lift for the first time in seven years,

THE LOADSTAR - Australian shipper raps hiked port fees for containers and eyes bulk transport One of Australia's largest agricultural shippers has lashed out at "rapid increases" to port infrastructure fees levied by the country's terminal operators. Last week, a report by the Australian Competition and Consumer Commission (ACCC) revealed how the country's stevedores are using the controversial charges to offset declining volumes and quayside revenue. As a group, DP World Australia (DPWA), Patrick, Victoria International Container Terminal (VICT) and Hutchison Ports, increased average revenue per box for the first time in seven years during 2018-19, with the total revenue generated from infrastructure charges jumping 63% to A$167m (US$144m). According to Roger Fletcher, chief executive of New South Wales-based grain and meat trader Fletcher International Exports (FIE), the charges are eroding margins and damaging the competitiveness of Australian famers. In a letter to the Freight & Trade Alliance (FTA), he said: "The recently introduced infrastructure levies are a direct charge to terminal users for every loaded container inbound or outbound from the port. "The first thing you need to know about the Trusted Trader origin waiver benefit, is that it does not involve the waiver of the need to satisfy the rules of origin under free trade agreements. Rather, the effect of the benefit is to remove the need for importers to hold a certificate of origin (CoO) or declaration or origin (DoO) when claiming the reduced rate under a free trade agreement.

The Department of Agriculture is hosting a series of industry information sessions to advise treatment providers (specifically methyl bromide and sulfuryl fluoride fumigators, and heat treatment operators) as well as any other interested stakeholders on: - complying with the department's treatment methodologies
- how to avoid non-compliance
- new approved arrangement (AA) conditions
- Brown marmorated stink bug (BMSB)specific treatment requirements
In particular the session will cover: - consignment suitability
- monitoring line and temperature sensor placement
- packaging and wrapping

Weekly Market Commentary
US markets closed on a new record high Friday, after key Trump economic adviser Larry Kudlow, disclosed that the negotiating team was 'getting close to reaching a deal'. This relieved markets and resumed the recent surge in market confidence. US Retail Sales beat market expectations and continued to lead the booming US economy. The Chinese economic data reports the opposite message and it is easy to deduce who really needs the trade deal the most?! EU CPI data was in line with expectations and showed benign inflationary pressures. The US Dollar came off the boil, with the EUR regaining 1.1050, while the GBP broke above 1.2900. Commodity currencies recaptured some lost ground, boosted by the growing positive sentiment, spawned by the growing confidence around the US/China trade deal. The RBNZ noted the improving sentiment when they refrained from further rate cuts to the cash rate. This was a shot in the arm for the previously flagging currency, although gains were soon erased by general market conditions and sentiment, but the softer reserve currency allowed the NZD to regain 0.6400 to close the week. The AUD has been suffering weak local economic conditions, highlighted by the rising unemployment rate during the week, which undermined the currency but the softer reserve allowed the currency to close the week above 0.6800.
