SEA FREIGHT
Container detention with vessel bunching – reform required
Further to our notice from 24 Jan 2022, 'vessel bunching' at some ports is causing excessive volumes of containers needing to be cleared from the terminals prior to the three (3) day free time expiring. This also creates a backlog at importers' yards trying to unpack multiple containers and have them returned to the empty container parks (also under pressure) all of which leads to shipping line detention.

Reform is required and will be addressed in our ongoing engagement with State governments, the National Transport Commission (NTC) and has formed a key element of our submission to the Productivity Commission. 
Australian sea cargo operational highlights 

Global Outlook
* Economic uncertainty within key markets coupled with current geopolitical tensions in
  Europe and the ever-present risk of Covid disruptions is weighing on sentiment.
* USA inflation hit a 40 year high at 7.5% in early February 2022.
* According to Sea-Intelligence, carrier schedule reliability could take up to the end of the
  year before we see some form of normality. Further carrier port omissions and port
  rotations are likely to maintain service schedule reliability.
* Cargo delays from Europe and North America due to congested ports are expected to
   continue into the foreseeing future. Average delays range from 7-14 days. USA varies
  dramatically from port to port with the worst delays being up to 40 days.
* The World Container Index, as indicated by Drewry, currently sits at USD $9,477.46 per
   40FT container which slightly up from last month.
* Australian port terminals continue to see challenges associated with Covid, labour force
   shortages and bad weather.
* Cargo space remains tight particularly on the transpacific and Europe trade lane sectors.
* Further bunker (BAF) increases by carriers should be expected given the current world
   crude oil price.
and of course, the big unknown at present is what impact, and for how long, the invasion of Ukraine will have on global shipping and supply chains

BIOSECURITY
The expiry date for many Approved Arrangements (AAs) is 30 June 2022 (six years from the commencement of the Act on 1 July 2016.
 
Biosecurity industry participants who hold an AA which is due to expire on 30 June 2022 will need to reapply for an approved arrangement.

Reapplications will need to be lodged by 31 March 2022
