IMPACTS ON INTERNATIONAL TRADE - VICTORIAN STATE OF DISASTER

We would like to express our sincere thanks to the senior advisor to the Minister for Ports and Freight and the Executive Director of Freight Victoria. Both have been extremely responsive in supplying vital detail to ensure business continuity for all import and export operations during the Stage 4 restrictions.

We are continuing to advocate for warehousing operations and permitted international trade activities detail to be clearly documented on Victorian Government websites. In the interim, we have provided regular updates (refer below) and a Frequently Asked Questions page based on government advice and official guidelines received to date.

This week it was Hutchison Port Botany's turn to ratchet up fees - this was completed by a notice to transport operators on Friday evening (7 August 2020) stating that their "Infrastructure Levy" will increase on from $63.11 to $88.83 per container (excl GST) effective 8 September 2020. 

Not surprisingly, no consultation took place with cargo owners or transport operators in announcing this change.

This is line with practices by all stevedores and their commercial customer shipping lines. Clearly negotiation is not required when third party transport operators (road and rail) are at ransom to pay or be denied access to terminals.

We were privileged to receive a commentary from PEREGRINE STORRS-FOX - Risk Management Director, TT Club) in our Winter 2020 edition of Across Borders.
For those involved in import and export alike, the diverse governmental responses to the pandemic at home and around the globe have created a variable demand for goods, complex regulatory structures, and significantly changed trade patterns. While the current circumstances facing global supply chains and the operators that serve it are truly challenging, there is a strong need for carefully considered and pragmatic advice on real issues. TT Club with unique insight into the nature and extent of risk exposures drawn from over fifty years as a specialist freight and logistics insurer has compiled recommendations for mitigating measures that operators might find useful in combatting current challenges.
