AUSTRALIAN FINANCIAL REVIEW 1.4.19 - DP WORLD REACHES PEACE DEAL WITH UNION Freight and Trade Alliance director Travis Brooks-Garrett said the announcement of the 24-hour stoppages on Friday had "created alarm for high-volume importers and exporters" and "represented a major escalation of the dispute". "Again, we would call for an urgent resolution and for the parties to get back to the table for the good of the international trade sector."

ATN 22.9.19 - 'BROKEN' CONTAINER FREIGHT SYSTEM SHORTCOMINGS DETAILED
As FTA director Travis Brooks-Garrett points out to ATN, shipping lines have been beneficiaries of lower stevedoring rates due to consolidation and yet are passing on higher Terminal Handling Charges to shippers "even though shippers are now also paying a terminal infrastructure fee".
"Competition has resulted in stevedores reducing the prices they charge shipping lines to attract or retain business," the submission states.
"That lost revenue has then been recovered via landside charges, or 'infrastructure charges', an unregulated charge for access to international container terminals.
"The result has been a disaster for Australian exporters, who have, in some cases, such as Melbourne, experienced price increases of over 2,000%, in only a few short years.
"To make matters worse, while the international shipping lines are receiving more competitive quayside rates, they are not passing on those savings to their shippers.

DCN 27.3.19 - CLOSING DATE NEARS FOR SUBMISSIONS ON COTTON EXPORT BAN
In a statement published online Australian Peak Shippers Association secretariat Travis Brooks-Garrett said they supported the position of APSA member the Australian Cotton Shippers Association "in totally rejecting the proposed bill".
"Australia is one of the largest cotton exporters in the world, it generates more than AUD $2bn in export revenue every year and underpins a number of regional communities," Mr Brooks-Garrett said.
"More than 99% of Australia's cotton is exported, much of it at a premium price as it is considered high-quality in international markets."
Mr Brooks-Garrett said while the severity of the Murray-Darling Basin issues was acknowledged, these were water management issues, not cotton issues.
"Water management issues need to be addressed, but not by wiping out one of Australia's most important export commodities," he said.

Sean Richards (Exec General Manager Visy Logistics / APSA Chair) [pictured left] and Travis Brooks - Garrett (FTA / APSA) had the privilege last week of meeting with the Hon. Melissa Horne MP (Victorian Minister for Ports & Freight).
Items discussed: 1. Metropolitan port rail - from an industry perspective there is still a total lack of certainty around Dandenong, Altona, Somerton, Truganina and Beveridge port-rail connections. Melbourne is in major catch-up mode with Sydney leaping ahead in port-rail connectivity. 2. Infrastructure charges- the Minister confirmed that the Review is progressing and we will have a report and recommendations by mid-year . 3. Swanson Dock ship size limitations- shipping lines are still telling our members that this is a critical issue in the short-term and we are seeing this in reality with ship sizes growing and more services moving to VICT at Webb Dock which can service the bigger vessels. |

US/China trade agreement hopes rose strongly, boosting the markets to close a relatively strong week of gains. US equities have rebounded strongly in the first quarter of 2019, after the collapse experienced in the final quarter of 2018, supported by the US/China Trade negotiation process. US Treasury Secretary is in China finalising the negotiations, working through a productive dinner with Chinese counterparts, after the Chinese representatives made a number of attractive proposals.
