BIOSECURITY PROTECTION LEVY - FTA / APSA THREE POINT PLAN


As reflected in the below data, last week's Senate Estimates revealed that the Department of Agriculture, Fisheries and Forestry have had difficulty in their recruitment of assessment officers resulting in service levels not being met.

In response, FTA / APSA offered the Minister a 3 point plan to appease the agriculture sector who are speaking out against the producer levy, strengthen biosecurity safeguards and address supply chain expenses that are adding to the 'cost of living' crisis faced by all Australians.

ABC Country Hour - Biosecurity Protection Levy

DCN - Shippers call for protection against supply-chain charges 


FTA and APSA note that the Productivity Commission deviated away from its original position in its final report (released 21 December 2022) to a recommendation of a mandatory code with the Australian Competition and Consumer Commission to act as the pricing regulator with special provisions to keep stevedores highly accountable for any charges imposed on the landside logistics sector. 

The proposed mandatory code will undoubtedly be an improvement to the current regime but will be less effective than simply allowing market forces to take effect by forcing cost recovery to take place exclusively via contracted commercial parties - read more HERE

MANDATORY CONTINUING PROFESSIONAL DEVELOPMENT (CPD) MODULE

The Australian Border Force (ABF) have advised under the updated Australian Customs Notice No. 2023/23 that the mandatory CPD module is now available for completion.

ALL licensed customs brokers must complete this mandatory module by 31 March 2024

Major Rail upgrades transform Sydney's freight network

MERNAP - Call for submissions

FTA & APSA, as part of the Consultative Group for the Maritime Emissions Reduction National Action Plan (MERNAP), are preparing a response to Issues Paper 3 focussing on Skills and Training which was recently released by the Department of Infrastructure, Transport, Regional Development, Communications and the Arts (the Department). Submissions for the Issues Paper 3 are now open and members are encouraged to supply feedback to Tom Jensen by 05 March 2024 for incorporation into the FTA/APSA submission. READ MORE

QANTAS FREIGHT - Terminal Service Fee Invoice UPDATE

Published 15 February 2024

International Terminal Service Fee invoices covering the period from 24 Sep 2023 commenced distribution in early Jan 2024.  

The latest invoice covering the week of 19 Nov to 25 Nov 2023 is being distributed to the normal recipients for invoices via email from 15 Feb 2024.

All remaining outstanding invoices will be distributed in the coming weeks and we'll keep you updated on when they're available.

Cargo Operations Snapshot 

The Department has advised the return of the Cargo Operations Snapshot. Members will see a few changes one of which is the addition of a section on Cargo Compliance. When viewing the report we suggest members note the Data Definitions on page 3.

BMSB 120-Hour Rule

Freight & Trade Alliance (FTA) has been receiving calls from members seeking clarification regarding goods treated for BMSB post-December 1 and the applicability of the 120-Hour Rule. The Hitchhiker Pests Policy, Biosecurity Operations Division, Department of Agriculture, Fisheries, and Forestry has provided the following commentary.
 
All target high risk goods treated in a target risk country (eg; Italy) on or after 1 December for the current BMSB season, do not need to meet the 120hr post treatment window, and once treated, there is no timeframe for these goods to be onboard the vessel.

New mandatory allergen labelling requirements

Changes have been made to how allergens are declared on food labels to make it easier for consumers to identify allergens present in a food. Food that is manufactured or produced from 25 February 2024 onwards must meet the new requirements in Standards 1.2.3 of the Australia New Zealand Food Standards Code. READ MORE

Depot penalties  - FTA seeking member feedback for informed compliance program

Freight & Trade Alliance (FTA) is receiving advice from members indicating an alarming increase in the number of Australian Border Force (ABF) Infringement Notices being issued against Depot facilities licensed in accordance with Sec 77G of the Customs Act. FTA is seeking further feedback from members with details of the Infringement Notices to ascertain trends in the ABF focus and areas where concerted informed compliance attention is required.
