Patrick Terminals – Notice of Intention to change Landside & Ancillary Charges: Effective from 1 January 2027
Patrick Terminals is proud to play a vital role in Australia's container supply chain, and to continue to support voluntary initiatives that help landside customers and shippers make informed business decisions and choose the supply chain options that represent the best overall value for their business.
We recognise landside charges are initially paid by transport operators and then recovered from shippers. That is why Patrick, as the only independent Australian operator, is committed to providing a market-leading landside service that benefits both our landside customers and Australian shippers.
Our ongoing investment is delivering considerable economic value: higher productivity, greater resilience and less disruption for our landside customers and shippers. This investment gives Patrick the capacity and flexibility to keep cargo moving when disruption occurs elsewhere in the supply chain. For example, during industrial disruption affecting a competitor, Patrick absorbed more than 200,000 containers that shifted to Patrick. Over the past 12 months Patrick has achieved record average national truck turnaround times of 25 minutes while handling a growing freight task. This superior performance is a direct outcome of Patrick's major investment program. In an uncertain global economic environment, strong and resilient supply chains are more important than ever.
Patrick's investment program is ongoing, with more than $1.2 billion invested over the past 15 years. To continue safely and efficiently handling Australia's growing container freight task, Patrick needs confidence that it can recover its landside investments and the cost of maintaining its level of landside resourcing. This is becoming more challenging as market risks affecting the stevedoring industry increase, including rising property and energy costs and major global developments. The Landside charge is a critical enabler of Patrick's ability to keep investing and delivering on its commitments to customers.
We continue to provide additional supporting information about our fee reviews to each State Transport Department and remain committed to all aspects of the National Voluntary Guidelines, including the enhanced Guidelines published in late 2026. We are also committed to reasonable enhancements over time.
It is important that focus remains on securing a strong, resilient and productive container supply chain for Australia's future.
The Landside charge recovers a portion of costs associated with providing landside services:
capital investments and commitments made to infrastructure
maintenance and operational costs
property and property related costs
We still only partially recover our significant investment program and operational costs, with property and energy costs increasing above CPI.
2027 Annual Review
As part of the 2027 annual review, Patrick has committed to continue to differentiate its export service offering through an ongoing concessional rate for exporters. The concession available to East Coast exporters choosing Patrick Terminals will continue to average more than 50%.
Patrick has been advised by the Port of Melbourne of a significant rental increase in Melbourne, as part of a market rent review process. The 2027 annual review partially recovers these increased rental costs. The final outcome will be factored into the 2028 annual review.
Energy costs have increased significantly across the period and are forecast to remain elevated. To provide greater transparency, effective from 1 January 2027, Patrick will separately charge an Energy charge of $8.00 per container in Sydney and Brisbane, and $5.00 per container in Melbourne and Fremantle.
In accordance with Fremantle lease arrangements, Fremantle Ports and Patrick have agreed to an increase to the landside charge in Fremantle to support additional capital investment by Patrick in the period ahead. These investments will support Patrick's continued industry leading performance in Fremantle.
Effective from 1 January 2027, the below Landside charges will apply to all full container movements (imports / exports).
Import Containers
Port Botany $247.40 per full container (10% increase)
Fisherman Islands $263.00 per full container (8% increase)
East Swanson Dock $278.30 per full container (15% increase)
Fremantle $132.70 per full container (38% increase)
Export Containers
Port Botany $159.75 per full container (10% increase)
Fisherman Islands $155.65 per full container (8% increase)
East Swanson Dock $183.35 per full container (15% increase)
Fremantle $66.30 per full container (38% increase)
Patrick has updated the Vehicle Booking System (VBS) fee to $55.50 and stack run fee to $34.05 in Sydney, Brisbane and Melbourne (10% increase) and the VBS to $65.80 and stack run fee to $37.25 in Fremantle (10% increase). The VBS and stack run optionality facilitate significant efficiencies and are highly valued by industry, delivering efficiency value and material cost savings.
The intended Landside and Ancillary charges have been published on Patrick's website (

Patrick Terminals Landside Initiatives and Market Observations
Patrick Terminals is pleased with progress of its on-going investment in decarbonisation initiatives to support sustainable handling of Australia's imports and exports, including in lower emissions equipment, landside efficiency initiatives and rail capability.
Our voluntary landside efficiency stakeholder groups have delivered increased engagement opportunities and identified opportunities to develop solutions which support landside performance and efficient terminal operations, as well as to provide information about our landside investment program.
Patrick continues to support market-led initiatives to deliver improvements for landside customers and shippers. Our review of the potential to give shippers the option to pay the Landside charge directly has commenced, and we will provide an update on whether implementation of this option is feasible and would deliver genuine benefits in the coming period.
Should you have feedback on the intended changes to the Landside and Ancillary Charges this can be provided to
Landside27@patrick.com.au
. Feedback will be received up to 23 November 2026 and a final notice published on Patrick's website on 2 December 2026.
