VICT - 60 Day Notice - Industry Notice Review to Vehicle Booking System (VBS) Tariff; Landside Tariff and Storage Tariff from 1st January 2027

Dear Customers and Industry Partners,

In accordance with the Victorian Government's Voluntary Pricing Protocol for Stevedore Landside Charges, Victoria International Container Terminal (VICT) provides notice of its intention to revise its Vehicle Booking System (VBS), landside and ancillary tariffs, effective 1 January 2027.

The proposed adjustments follow a review of VICT's operating costs, infrastructure investment requirements and the resources necessary to maintain safe, reliable and efficient terminal operations.

Operating Costs and Infrastructure Investment

VICT continues to experience increasing operating costs, particularly across labour, energy, equipment & maintenance, IT technology and cybersecurity and property-related expenses.

These cost pressures, together with the ongoing investment required to maintain and enhance terminal infrastructure, underpin the proposed tariff adjustments.

Continued Investment in Terminal Capacity and Service Capability

Over the past decade, VICT has invested significantly in terminal infrastructure, equipment and technology supporting the development of operational efficiency and future capacity requirements.

In 2027, VICT will continue progressing its Phase 3B expansion program, with commissioning expected in 2028. The program includes:

  • 4 new Hybrid Auto Straddle Carriers
  • IT system upgrades and implementation of yard optimisation systems
  • 1 new Neo-Panamax Ship-to-Shore crane
  • 2 new yard blocks
  • 4 new Automated Stacking Cranes

These investments will further enhance the terminal capacity and operational resilience and productivity while supporting the growing demands of the Port of Melbourne supply chain.

Vehicle Booking System and Landside Efficiency

VICT remains committed to providing efficient and reliable landside services. The Vehicle Booking System plays a critical role in coordinating and managing terminal resources and facilitating container movements.

The proposed VBS tariff adjustments seek to balance the recovery of increasing operating and infrastructure costs with the continued delivery of safe, efficient and reliable landside services. Charges associated with non-compliance and operational seeks to discourage practices, while improving terminal efficiencies and minimise disruptions to other terminal users.

As part of ongoing improvements to booking management and slot utilization, VICT will also revise the VBS slot listing arrangements, extending the List Fee threshold from 2 to 12 hours and the Slot Fee threshold from 4 to 24 hours. These adjustments are intended to encourage earlier release of unwanted bookings, improving slot availability and providing transport operators with greater opportunities to utilize available terminal capacity.

VICT remains a proud supporter and participant of the Victorian Department of Transport Voluntary Pricing Protocol and invites all parties to submit questions regarding the revised VBS tariff by 21st November 2026 to customer@vict.com.au

VICT appreciates the continued support of its customers and industry partners and remains committed to delivering safe, reliable and efficient terminal services.
