Who does this notice affect?
Biosecurity Industry Participants operating under Class 14.3 Approved Arrangement conditions who are part of a Proof of Concept (PoC) commencing in November 2026.
What has changed?
The Class 14.3 AA PoC will explore the air cargo industry's ability to use the Biosecurity Activity Reporting Tool (BART), a digital tool enabling industry to receive inspection directions, submit inspection results, and obtain release instructions from the department.
The BART removes the need to compile, match and manage information received from manual forms, spreadsheets and multiple emails.
What is the Biosecurity Activity Reporting Tool?
It is a smart digital tool to receive biosecurity directions, replacing manual processes, and allowing seamless submission of results.
It provides the capability to:
- Access biosecurity directions in accordance with the scope of the Approved Arrangements held by the Biosecurity Industry Participants
- View consignment details, for example, documents available in other Department of Agriculture, Fisheries and Forestry systems
- Capture and submit inspection outcome data
- Upload images and documents, such as inspection evidence and supporting documents, as part of the submission process
- Flag potential reportable incidents
When will I be able to start using the Biosecurity Activity Reporting Tool?
The tool will be available to the Proof of Concept participants from November 2026. Further rollout will be dependent on the outcomes from the Proof of Concept.
Where can I access the tool?
The Biosecurity Activity Reporting Tool will be available via TradeClear.
TradeClear is a new external website that has unified online services for Export and Biosecurity customers. It provides a single access point for all biosecurity and export related online services.
