Who does this notice affect?

Biosecurity Industry Participants (BIPs) who submit fish bin consignments following the Less than Container Load (LCL) pathway in BICON.

What has changed?

We have revised the onshore outcomes for the Less than Container Load (LCL) consignment pathway under the BICON case Fish Bins.

Where all import requirements have been met; LCL consignments may now be moved to a Class 1.1 or Class 1.3 Approved Arrangement (AA) site for inspection. Goods must remain wrapped or packaged until a biosecurity officer is present to oversee the inspection.

This change has been made due to the previous onshore outcomes mirroring the Full Container Load (FCL) pathway, which required containers to remain sealed and only be opened in the presence of a biosecurity officer. This requirement is not operationally achievable for LCL consignments, as consignees do not have control over container movements or deconsolidation processes.

Where import requirements are not met, the consignment will be directed for export.

This change provides an operationally practical inspection pathway for compliant LCL fish bin consignments while maintaining appropriate biosecurity controls.
