Who does this notice affect?
This notice applies to stakeholders who operate within the biosecurity framework including vessel masters and operators of aircraft, freight forwarders, Biosecurity Industry Participants, importers, customs brokers, principal agents, master consolidators, Biosecurity Entry Points (airport and seaport operators), and members of the public.
What has changed?
Following the Import Industry Advice Notice (363-2025) issued on 27 October 2025, stakeholders are advised that the following four biosecurity legislative instruments (the current instruments) will sunset (automatically repeal) on Thursday, 1 October 2026.
These instruments form part of the regulatory framework for biosecurity officers to assess and manage biosecurity risks relating to goods, conveyances and people under the Biosecurity Act 2015.
Following a review of the current instruments, the department has developed new legislative instruments to replace the current instruments. Stakeholder feedback, including feedback received through public consultation, was considered and incorporated into the new legislation.

The new instruments commence on Thursday, 1 October 2026 and are available to view on the Federal Register of Legislation.
