Welcome to the Freight & Trade Alliance (FTA) Biosecurity Report, your one-stop update on the latest operational issues and notices issued by the Department of Agriculture, Fisheries and Forestry (DAFF). This report is designed to keep you informed and prepared to manage biosecurity compliance effectively in an ever-changing landscape.


This Week in Biosecurity

This week was dominated by compliance and treatment provider updates, with DAFF suspending four offshore treatment providers from the approved treatment provider scheme in Turkey, the Netherlands and Italy. These actions reinforce the department's ongoing focus on maintaining the integrity of Australia's offshore treatment framework and managing biosecurity risks associated with imported cargo.

Industry engagement also remains a priority, with DAFF promoting upcoming AusTreat information sessions and providing further updates on preparations for the 2026-27 Brown Marmorated Stink Bug (BMSB) season. Additional import reforms were announced through the expansion of the Compliance Based Intervention Scheme (CBIS).

Export activity remained relatively limited, with the primary market access development being updated advice on Malaysia's import requirements for non-prescribed goods containing dairy ingredients. Also adding applications open to export Kiwifruit to Thailand in 2027.

This week's BICON watch highlighted several significant policy and operational changes including revised conditions for processed peanuts, updates to permitted plant fibre requirements, additions to the Standard List of Laboratory Microorganisms, tariff code mapping reforms and biosecurity responses to the ASF outbreak in Finland.

Industry participants were also advised of several planned outages and service disruptions affecting BICON, COLS, eResults,MARS and other DAFF systems. Stakeholders are encouraged to monitor system notifications and plan lodgements accordingly to minimise operational impacts.

With National Biosecurity Week fast approaching (24-30 August), its also a timely reminder of the vital role biosecurity plays in safeguarding Australia's agricultural industries, natural environment and economy. Whether through compliance, reporting, treatment assurance or day to day operational practices, everyone has a part to play in strengthening Australia's biosecurity system.

Summary

Import Updates

DAFF issued several significant import related notices this week, including the advice on upcoming AusTreat information sessions and further engagement activities for the 2026-27 Brown marmorated stink bug (BMSB) season.

The department announced additional plant commodities entering the Compliance Based Intervention Scheme (CBIS), expanding compliance-based processing arrangements for eligible import pathways. Australian Defence Force (ADF) military consignments are also now required to be lodged through Cargo Online Lodgement Systems (COLS), streamlining reporting and cargo processing arrangements.

A major compliance focus was evident through the suspension of four offshore treatment providers.

Importers with goods treated by these providers should carefully review DAFF advice and assess any potential impacts on future shipments.
 



Export Updates

Export activity was relatively light during the week, with updates affecting both dairy related exports to Malaysia and future horticulture exports to Thailand.

The key development was Market Access Advice (MAA 2026-21), providing updated guidance on Malaysia's import requirements for non-prescribed goods containing dairy ingredients. Exporters supplying products to the Malaysian market should review the revised requirements and ensure documentation and product classifications remain compliant.

In addition, Industry Advice Notice (IAN 2026-27) announced that applications are now open for the export of kiwifruit to Thailand in 2027. Exporters intending to access this market should review the notice and submit applications within the required timeframe.


System Notifications - Planned Outages

DAFF issued numerous system notices this week covering both scheduled maintenance and unplanned service interruptions.

Notifications included disruptions affecting eResults, BICON,COLS,MARS,PEBS and DAFF messaging services, along with a broader maintenance window scheduled for 17-18 August affecting multiple systems.

Industry participants should remain vigilant when planning lodgements, inspections, reporting activities and cargo clearances, particularly during scheduled outage periods where processing delays may occur.


BICON Watch - Weekly Case updates 

DAFF issued several significant BICON updates this week, including changes to import conditions, biosecurity settings and system functionality. The department expanded its Standard List of Laboratory Microorganisms and Infectious Agents, adding new approved organisms and updating existing import permits at no cost to affected permit holders.

Biosecurity settings were strengthened following the detection of African swine fever (ASF) in Finland. Finland has been removed from Australia's approved country lists for pig meat and certain pig derived products, potentially affecting several import pathways involving pig-based ingredients, biological materials and therapeutics.

Processed peanut import conditions were also revised. New evidentiary requirements and mandatory inspection measures now apply to several peanut products imported for human consumption and processing. Importers must provide declarations confirming full devitalisation, with all consignments subject to document assessment and inspection.

BICON's tariff code search functionality has been simplified through the consolidation of many 6 to10 digit tariff codes into broader 4 digit tariff headings. The update aims to improve consistency and streamline search results while maintaining existing tariff search capabilities.

Additional case updates were issued for Permitted Plant Fibres, aligning onshore direction instructions and clarifying that sun drying is not recognised as an acceptable heat treatment method under approved manufacturing processes. While no treatment rates have changed, the updated guidance is intended to improve consistency and reduce clearance delays.

Overall, this week's BICON developments continued DAFF's focus on strengthening import controls, improving system usability and providing greater clarity around biosecurity compliance requirements.

2026-2027 FTA Online CPD Training Packages

FTA offers Continuing Professional Development (CPD) and training online for the customs broker licencing period 1 April to 31 March each year. The cost of an online training package is $150 (excl. GST) for member organisations with bulk discounts available on a sliding scale.

Licensed customs brokers not employed by a corporate FTA member, can purchase an Individual Membership which includes online CPD training for the cost of only $300 (excl. Department of Agriculture, Fisheries and Forestry Cargo Consultative Committee (DCCC)

The Department of Agriculture, Fisheries and Forestry Cargo Consultative Committee (DCCC) brings together DAFF and industry representatives to address biosecurity issues impacting trade and logistics with the purpose to ensure effective biosecurity regulation without unnecessary trade barriers. FTA proudly represents the freight and trade sector on this vital committee.

The DCCC meets a minimum of three times per year with out-of-session meetings scheduled as necessary. The next meeting is scheduled for 2 September 2026.

Australian Fumigation Accreditation Scheme (AFAS):

AFAS is a bilateral arrangement between DAFF and participating overseas government agencies. AFAS manages the high biosecurity risk posed by ineffective treatments performed offshore.

BICON Watch – Weekly Case Updates

To support customs brokers and importers in staying ahead of operational changes, we have introduced a weekly snapshot of BICON case updates issued in the past seven days. This section will highlight newly added conditions, revised import pathways, and notable treatment or permit changes that may affect lodgements and client advice.

Case Alerts: 

Additions to DAFF Standard List of Laboratory Microorganisms

The Department has updated the List of Standard Laboratory Microorganisms and infectious Agents following a review and industry consultation. Several additional microorganisms and infectious agents have been added to the list after being assessed as posing an acceptable biosecurity risk.

Existing permit holders will have their permit conditions updated via a permit variation at no cost. Permit numbers will remain unchanged, and imports can continue provided all import conditions are met. The changes affect importers of laboratory microorganisms, infectious agents, genetic material, cell lines, laboratory materials, and animal fluids and tissues.

Update to tariff code mappings in BICON

The Department has updated tariff code mappings in BICON by moving 6 to10 digit tariff codes to broader 4-digit tariff codes. Chapter and heading level. This change is intended to simplify tariff code search results and improve the user experience, while the overall tariff search functionality remains unchanged.

When users search by tariff code, BICON will now return the relevant mapped 4-digit tariff code as a clickable link. Selecting the link will display all applicable BICON cases associated with that tariff heading.

The update aims to improve consistency, reduce duplication, and make tariff information easier to maintain. In cases where greater specificity is required, tariff codes ,may still be mapped at the 6 to 10 digit level.

Outbreak of African swine fever (ASF) in Finland

Effective 4 August 2026, following the detection of African swine fever (ASF) in Finland, the department has determined that Finland is no longer considered ASF free from 17 June 2026.

As a result, Finland has been removed from Australia's approved country lists for pig meat, porcine casings, and suid (pig) fluids and tissues. This affects imports of uncanned pig meat, porcine casings, laboratory materials containing pig derived products, and veterinary or human therapeutics containing ingredients sourced from Finnish pigs.

Goods already in transit will be assessed on a case by case basis. Products manufactured before 17 June 2026 may be released if sufficient evidence is provided, while products manufactured after this date may be refused entry and directed for re-export or destruction.

Peanuts for human consumption or processing - Changes to import conditions for processed peanuts

Effective 11 August 2026, updated import conditions will apply to whole roasted, fried, boiled and blanched peanuts imported for human consumption or processing. The changes introduce mandatory inspection for blanched peanuts and a new import pathway for roasted, fried and boiled peanuts. Importers will be required to provide evidence that the peanuts have been commercially prepared, packaged and fully devitalised, with all consignments subject to onshore inspection to verify compliance with Australia's biosecurity requirements. These revised conditions will apply to all relevant consignments processed on or after 11 August 2026.

Case Changes:   

Update to align onshore direction instructions and clarify commercial heat manufacturing methods

Effective 12 August, updates have been made to the Permitted Plant Fibres BICON case to improve consistency and clarify treatment requirements. The changes standardise onshore direction comments across all pathways to ensure consistent guidance for inspectors and importers, reducing the risk of clearance delays and non-compliance. The approved commercial manufacturing processes annex has also been updated to clarify that sun drying is not considered an acceptable form of heat treatment. There are no changes to existing treatment rates or approved processes. These changes affect Cargo and Traveller Operations, as well as importers and brokers dealing with permitted plant fibre goods.

Changes to import conditions for processed peanuts

The Department has updated the biosecurity import conditions for processed peanuts, introducing additional inspection requirements across all FCL import pathways. Importers must now provide a declaration confirming that processing has achieved 100% devitalisation of peanuts. An exception applies to blanched peanuts from peanut smut countries (Brazil, Bolivia, and Argentina), where commercial documents must continue to specify the processing time and temperature instead.

All consignments will be subject to mandatory document assessment and inspection. If peanuts are suspected of being raw or insufficiently processed during inspection, they may be directed for germination or seed viability testing or alternatively be exported or voluntarily disposed of.
