Freight & Trade Alliance (FTA) and the Australian Peak Shippers Association (APSA) are pleased to advise members that submissions have been provided to the Australian Border Force in response to the Future Cargo Reporting Model (FCRM) consultation and the Cargo Reporting System Transformation (CRST) discussion paper. While separate initiatives, both reviews will help shape the future of cargo reporting, data exchange and regulatory processes across Australia's international supply chains

Together, these reforms have the potential to reshape how cargo information is reported, shared and managed across Australia's international supply chains over the coming decade. The consultations examined future reporting obligations, data requirements, system capabilities, regulatory frameworks and technology solutions that may ultimately replace or significantly modernise current Integrated Cargo System (ICS) arrangements.

Drawing on member feedback and extensive industry engagement, the FTA/APSA submissions advocate for a practical and commercially realistic approach to reform, including:

  • improved data quality rather than simply increased data collection;
  • adoption of a "report once, use many times" model;
  • greater recognition of trusted and compliant traders;
  • avoidance of duplicated reporting obligations;
  • modernised cargo reporting arrangements that reflect contemporary supply chains;
  • technology reforms that support efficiency, interoperability and innovation.

Importantly, FTA/APSA has emphasised that future reforms must deliver genuine trade facilitation benefits while maintaining effective border security, compliance and biosecurity outcomes. Among the recommendations presented is the replacement of the current Gatekeeper digital certificate framework, reflecting concerns regarding escalating certificate costs, administrative burden and the need to align with contemporary digital identity practices. The reform proposals also identify opportunities to simplify reporting processes and modernise Australia's cargo reporting environment.
