DAFF - IAN : 2026-43: Plant exports - New palletisation requirements for exports to Oman

Purpose

The purpose of this IAN is to advise industry of new palletisation requirements from 15 July 2026 for container-based trade exported to Oman.

Summary of changes and key points

  • The Directorate General of Customs for the Royal Oman Police has announced new palletisation requirements, effective 15 July 2026, applicable to all palletisable plants and plant products, exported to Oman.
  • The goods must be loaded and stowed on pallets. 
  • The new requirement has been introduced to enhance cargo handling efficiency, expedite customs clearance procedures, and improve the smooth flow of trade.
  • This new requirement will apply to all freight entering Oman through land borders from 15 July 2026 and to all other freight pathways from 15 September 2026
  • From 15 September 2026, pallet usage will be mandatory. Exporters must ensure that consignments expected to arrive in Oman on or after this date are palletised in accordance with the new importing requirements.
  • The department understands that penalties and fines may apply to non-compliant consignments.
  • The department encourages all exporters to work with their importer to ensure consignments meet the current importing country requirements.

Background

On 21 June 2026, the Directorate General of Customs for the Royal Oman Police has notified the department of new palletisation requirements for goods including exported to Oman.

The Manual of Importing Country Requirements (Micor) will be updated to reflect the new importing country requirements. The department encourages Micor users to subscribe to the Micor update service to receive commodity-specific email notifications outlining changes made to import requirements in the preceding week.
