First point of entry (FPOE) operators, aircraft operators, agents, importers, brokers and others.

What has changed?

A new biosecurity FPOE determination has been made for Western Sydney International Airport - Biosecurity (First Point of Entry—Western Sydney International Airport) Determination 2026.

As a result, the airport is now an FPOE for the following:

  • Aircraft generally, and
  • Goods other than live horses.

Baggage must be unloaded at the Western Sydney International Terminal, as the designated biosecurity entry point for these goods.

Permission must be obtained from the department prior to any arrival at Western Sydney International Airport that is not permitted by the FPOE determination.

It is the obligation of the person in charge of an aircraft to ensure that the aircraft complies with the relevant FPOE determination. Operators and other stakeholders should consult relevant FPOE determinations to ensure that their proposed aircraft or goods movements are compliant with the current determinations.
