Welcome to the Freight & Trade Alliance (FTA) Biosecurity Report, your one-stop update on the latest operational issues and notices issued by the Department of Agriculture, Fisheries and Forestry (DAFF). This report is designed to keep you informed and prepared to manage biosecurity compliance effectively in an ever-changing landscape.


This Week in Biosecurity

This week in Biosecurity has been characterised by steady regulatory refinement rather than major disruption, with a significant announcement from DAFF confirming new billing arrangements for imported cargo documentation assessed through the Cargo Online Lodgement System (COLS). Stakeholders using COLS should review the updated charging arrangements and associated processes, as the change has direct implications for the management and assessment of import documentation.

On the imports front, attention should be given to SAC manual lodgement updates, new traveller health screening processes, and enhanced reporting requirements for maritime arrivals. The suspension of five offshore treatment providers highlighting ongoing compliance monitoring under the AFAS framework and reinforces the importance of ensuring treatments are undertaken by approved providers.

BICON activity focused on improving clarity and operational flexibility, particularly through expanded testing options such as coir peat, streamlined permit pathways, and updates addressing emerging plant health risks such as Xylella and Moko disease. The reclassification of Rorippa sylvestris as a prohibited species is a notable change for seed and nursery stock imports.

A key digital development this week is the rollout of ProviderHub, DAFF's new online platform for pre-border treatment provider registration under the AusTreat framework. Replacing manual, paper-based processes, ProviderHub enables faster processing and introduces self-service functionality, initially supporting fumigation and heat treatment registrations. This marks another step toward modernising offshore treatment assurance systems and improving data integrity across biosecurity pathways.

System performance remains an operational consideration, with several scheduled outages impacting key platforms, including ICS and DAFF messaging services. Meanwhile, export stakeholders should prepare for upcoming system changes, including NEXDOC implementation and MICOR migration, which will drive further digitisation and process alignment in coming weeks.

Summary

ProviderHub Release and Treatment Provider Update

DAFF has confirmed the upcoming ProviderHub Release 2, signalling continued digital enhancement of service delivery and treatment provider management. At the same time, the department has expanded its treatment provider compliance actions, with five offshore treatment providers suspended under the AFAS framework. Recent suspensions include,  G D Fumigation ( AEI:IN0633MB) , M/s DPCS Pest Control p ltd (AEI:IN203MB), M/s Aryan Fumigation & Pest Management Services (AEI:IN0584MB) , M/s Benison Fumigation Services (AEI:IN0445MB), and M/s Deva Singh Sham Singh Exports pvt Ltd (AEI:IN830MB). Treatment certificates issued by suspended providers are no longer accepted reinforcing the need for importers and brokers to verify that offshore treatments are undertaken by approved providers to avoid clearance delays or non-compliance.

Operational and Policy Updates - Imports

Recent Import Industry Advice Notices highlight a range of operational and policy changes, including updates to Self-Assessed Clearance (SAC) manual lodgement processes, enhanced human health screening arrangements for arriving travellers, and new mandatory biosecurity reporting requirements for maritime operators. These changes reflect ongoing system reform and strengthened risk management across import pathways.

System Notifications - Planned Outages

DAFF has issued multiple scheduled outage notifications impacting key systems, including OPS,COLS, COLS B2G, PEBS and ICS messaging services, across late June and into early July. Industry should plan lodgements and processing activities accordingly to minimise disruption.
 



BICON Watch - Weekly Case updates

BICON updates this week focused on targeted refinements rather than major process change, with no new case alerts issued. Key amendments include expanded testing flexibility for coir peat (AA Class 5.11 laboratories ), inclusion of shellac in confectionery permits, and new standard permit pathways for biological indicators and bacteriophages to streamline import approvals.

Additional updates address emerging biosecurity risks, including expanded Xylella host coverage, revised conditions for Moko disease, and the classification of Rorippa sylvestris as not permitted due to weed risk.

Export Industry Notices

Export updates this week highlight continued progress toward system modernisation and operational transition, including upcoming maintenance outages for plant export systems, update to authorised officer fees and instructional material, and confirmation of key milestones such as NEXDOC implementation and the MICOR migration to a new platform.These changes reinforce the ongoing shift toward more efficient and digitised export processes.

2026-2027 FTA Online CPD Training Packages

FTA offers Continuing Professional Development (CPD) and training online for the customs broker licencing period 1 April to 31 March each year. The cost of an online training package is $150 (excl. GST) for member organisations with bulk discounts available on a sliding scale.

Licensed customs brokers not employed by a corporate FTA member, can purchase an Individual Membership which includes online CPD training for the cost of only $300 (excl. GST) per customs broker licensing period. Please email the team at training@FTAlliance.com.au if you wish to purchase a package.

2026-2027 Continued Biosecurity Competency (CBC)

As published on the DAFF CBC webpage, CBC 2026-27/01 , it is now open for completion from Thursday, 11 June 2026 on Learnhub.

Effective this year, the CBC activity includes both the learning and assessment component, which will only be delivered through the department's education and training platform, Learnhub.

All accredited persons must complete the CBC activity by Thursday, 23 July 2026.

Failure to meet CBC requirements will result in suspension or cancellation of approved arrangement class 19 accreditation. It may also result in administrative actions against the approved arrangement holder.

DAFF has also indicated that the CBC activity will attract 2 CPD points in Stream A . The certificate of completion will reflect the 2 points awarded.

Department of Agriculture, Fisheries and Forestry Cargo Consultative Committee (DCCC)

The Department of Agriculture, Fisheries and Forestry Cargo Consultative Committee (DCCC) brings together DAFF and industry representatives to address biosecurity issues impacting trade and logistics with the purpose to ensure effective biosecurity regulation without unnecessary trade barriers. FTA proudly represents the freight and trade sector on this vital committee.

The DCCC meets a minimum of three times per year with out-of-session meetings scheduled as necessary. The next meeting is scheduled for 2 September 2026.

Australian Fumigation Accreditation Scheme (AFAS):

AFAS is a bilateral arrangement between DAFF and participating overseas government agencies. AFAS manages the high biosecurity risk posed by ineffective treatments performed offshore.

To support customs brokers and importers in staying ahead of operational changes, we have introduced a weekly snapshot of BICON case updates issued in the past seven days. This section will highlight newly added conditions, revised import pathways, and notable treatment or permit changes that may affect lodgements and client advice.

Case Changes: 

Amendment to coir peat BICON case

Import conditions for coir peat have been updated to align with current onshore testing practices, allowing the use of approval AA Class 5.11 laboratories in place of the National Measurement Institute (NMI). This change provides greater flexibility for importers when arranging testing, with no expected impact for those already meeting existing requirements. The amendment follows industry feedback to improve clarity and consistency in managing coir peat imports, and applies to importers and customs brokers handling these goods.

Changes to the BICON commodity case for Confectionery

The Department of Agriculture, Fisheries and Forestry has updated the BICON case for "confectionery for human consumption", effective 27 June 2026, to include shellac within the scope of the standard permit. No other changes have been made to the existing import conditions.

Xylella emergency measures extending to additional nursery stock plant genera

Emergency measures for Xylella fastidiosa have been extended to include Saintpaulia spp. for use as nursery stock, following a review of the pathogen's host range. Effective for phytosanitary certificates issue on or after 17 June 2026, consignments must meet the revised conditions, while those certified prior will be accepted under previous requirements.

Updated quarantine status for Rorippa sylvestris and its synonyms

The Department of Agriculture, Fisheries and Forestry has updated the quarantine status of Rorippa sylvestris and its synonyms, effective 25 June 2026, following a review that determined the species poses an unacceptable weed risk to Australia. As a result, all forms pf Rorippa sylvestris, including the previously permitted synonym Rorippa sylvestris subsp.sylvestris, are now classified as not permitted and have been removed from the Permitted Seeds List and relevant BICON cases, including seed for sowing, nursery stock, birdseed, and raw seed for human consumption.

Changes to manage the risk posed by Moko disease on nursery stock

Effective 25 June 2026, revised biosecurity import conditions have been introduced to address the risk of Moko disease (Ralstonia solanacearum phylotype II ) in Piper methysticum nursery stock, following a review of host range and affected countries. The updated requirements apply to consignments supported by phytosanitary certificates issued on or after 17 June 2026, while consignments certified prior to this date may enter under previous conditions. 

Amendment to dried capsicum or chilli (whole, sliced, crushed or ground) for human consumption

The BICON case for dried capsicum or chilli (whole, sliced, crushed or ground) for human consumption has been updated to include an information notice in the high value freight pathway, advising that goods not commercially prepared and packaged may present an unacceptable khapra beetle risk and could be directed for export upon arrival.

New standard permit for biological indicators

A new standard permit pathway within the Laboratory materials BICON case for biological indicators containing live spores from approved microbial species used to validate sterilisation processes will come into effect on 22 June 2026. The change provides pre determined import conditions to streamline approvals where requirements are met. Importers are encouraged to utilise the standard permit pathway where eligible or apply for a non-standard permit if conditions cannot be fully satisfied. It supports a more efficient assessment and clearance for importers and brokers.

New standard permit for bacteriophages

The department has introduced a new standard permit pathway within the BICON case for microorganisms and infectious agents, specifically for bacteriophages with host ranges limited to approved laboratory microorganisms or starter cultures. This change streamlines the import process by allowing eligible goods to utilise pre- determined conditions under a standard permit. Importers are encouraged to apply for a standard permit where requirements are met, or a non-standard permit where they are not.
