DAFF - IIAN : 100-2026 Self-assessed Clearance (SAC) - Changes to Manual Lodgement Process

Who does this notice affect?

All Self-Assessed Clearance (SAC) clients/brokers/reporters who currently lodge SAC documentation.

What has changed?

The Department implemented Document Lodgement Service (DLS) Application Programming Interface (API) in November 2025. The DLS API removes the requirement for document submission via email and streamlines the lodgement process.

From November 2025, all SAC-Paperless (SAC-P) clients have been invited to participate in User Acceptance Testing (UAT) to support integration with the DLS API. Other clients lodging high volume SAC declarations may elect to adopt this system-to-system solution.

The Department will decommission the SAC-P process by 31 January 2027. The DLS API will replace SAC-P as the primary method for document lodgement.

As part of the SAC Reform initiatives, the Department is also developing an online portal to replace all document lodgements that are currently submitted by email. The email document lodgement channel will be progressively phased out and transitioned to the online portal. A drop-In session will be held to provide clients with a demonstration of the new system.
