Purpose

This Industry Advice Notice (IAN) is to advise all plant industry producers, exporters, supply chain participants that the Department of Agriculture, Fisheries and Forestry has published the 2026–27 cost recovery implementation statements (CRIS).

Summary of changes and key points

  • The department has published the 2026–27 CRIS documents. They take effect from 1 July 2026.
  • The CRIS includes the revised fees and charges for 2026–27 to 2029–30. These changes support the Australian Government's decision in the 2025 Mid-Year Economic and Fiscal Outlook to return to full cost recovery in stages by 1 July 2029.
  • The 2026–27 Budget provided additional supplementation to defer price rises by 12 months until July 2027. 
  • This decision recognises the effect of the ongoing conflict in the Middle East on Australian farmers and producers.
  • Changes to the legislation for export regulatory charges will be introduced in Parliament after 1 July 2026.
  • The final CRIS has considered feedback received from industry during consultation on the draft CRIS.

Background 

  • Last year, the Australian Government announced new cost recovery arrangements for export regulation from 1 July 2026. These changes are intended to support long-term funding for export services so they can continue to meet demand.
  • Since 2023–24, the Australian Government has provided $138.4 million in extra funding for export arrangements. More funding will be provided during the transition to full cost recovery in 2029–30, including $48.7 million announced in December 2025 and an additional $8.2 million in the 2026–27 Budget.
  • The CRIS explains how the department applies cost recovery to export arrangements. Its purpose is to support long-term funding for export services and help keep Australia's agricultural exports strong and secure.
  • The department ran a 7-week public consultation on the draft export CRIS documents from 29 January to 20 March 2026.
  • In 2025–26, Australia's agriculture, fisheries and forestry industries are forecast to export about $85 billion. These exports depend on the Australian Government's regulatory assurances.
