Who does this notice affect?
Stakeholders associated with the biosecurity clearance of sea freight containers imported into Australia that are destined for unpack in a rural location. This includes customs brokers, importers, and Biosecurity Industry Participants (BIPs) that hold approval for Approved Arrangement (AA) Class 14.4 - Rural tailgate inspection.
What has changed?
The department's automated system used to process and finalise Approved Arrangement Class 14.4 – Rural tailgate inspection activities is currently experiencing an unplanned service disruption.
As a result, Biosecurity Industry Participants (BIPs) submitting completed container inspection results through either the Biosecurity Portal, the Rural tailgate container inspection record (PDF) or via a third-party application will notice that entries since Friday 5 June 2026 have not been finalised and the Integrated Cargo System (ICS) status updated to show 'clear'.
The release from biosecurity and documentation requirements for class 14.4 on inspected sea containers are different to those for a departmental performed inspection.
AA Class 14.4 BIPs are authorised to release containers from biosecurity control where the container is determined to be free of biosecurity risk material and a record of the release from biosecurity control has been created by the BIP to meet the conditions of their arrangement. BIPs may allow the container to leave the biosecurity area and the approved arrangement site (even where a 'conditional clear' status still exists in the Integrated Cargo System).
BIPs should continue to perform and report inspection activities as normal during this period. All submitted container inspection results are being queued and, once the outage has been resolved, we will automatically update entries and ICS status to show 'clear'.
This issue is currently under investigation by the department. We will advise once services have been restored. The department apologises for any inconvenience caused.
