Purpose

To inform stakeholders that the department has published a revised Independent observer deployment policy for exporters of livestock by sea.

What to expect

  • What's changing: the department will commence earlier, more proactive engagement with exporters to support forward planning for independent observer deployments and the timely exchange of voyage information.
  • What's not changing: independent observers will continue to support regulatory assurance on livestock export voyages by sea. Exporters remain responsible for meeting their obligations under the regulatory framework.

Background

In 2024, the Inspector-General of Animal Welfare and Live Animal Exports (IGAWLAE) undertook the Independent Observer Program: Review of systems and processes. Recommendation 1 of this review stated:

"The department should implement its revised deployment policy to enable it to enforce the deployment of at least one independent observer per exporter per year regardless of their risk status."

The department reviewed the independent observer deployment policy, considering a qualitative risk assessment, targeted stakeholder engagement and the IGAWLAE's review.

The revised policy provides an assurance framework for arrangements on-board livestock export vessels for all sea exporters, while ensuring that deployment requirements are equitable. The policy supports more consistent oversight across all sea exporters, strengthening transparency, supporting informed regulatory decisions, and reinforcing public trust.
