DAFF - Deactivation of Trial CP Question - Soap & Cosmetics - Update 2

Further to our previous member notice issued on 6 May, Freight & Trade Alliance (FTA) and the Australian Peak Shippers Association (APSA) would like to update members on the latest from the Department of Agriculture, Fisheries and Forestry (DAFF) in relation to the recent introduction of new Community Protection (CP) Question 835 relating to soap and cosmetic products.

Following engagement with DAFF, FTA/APSA has been advised that, due to the volume and consistency of feedback already received from industry, the department has now deactivated the trial CP questions for cosmetics and soap.

DAFF has also advised that publication of the interim Import Industry Advice Notice has also been paused while the department re-evaluates how best to isolate the relevant pathway for the Compliance-Based Intervention Scheme (CBIS).

DAFF has confirmed that the CP questions were being used as part of a profiling approach to support CBIS, which is intended to benefit industry by reducing the current biosecurity document assessment rate for eligible import pathways at the time of importation, based on an importer's demonstrated and sustained good compliance history.

What this means for industry

Members should note:

  • the trial CP questions for cosmetics and soap have been deactivated;
  • the previously foreshadowed interim DAFF notice is now on hold;
  • DAFF is reassessing the profiling approach to better isolate the relevant CBIS pathway; and
  • DAFF will confirm next steps for industry communication, including the timing of any updated Import Industry Advice Notice.

Member feedback requested

DAFF has requested that FTA/APSA share any feedback received from members, including operational scenarios where possible, to assist with its reassessment of the profiling approach.

Members who experienced issues, uncertainty, delays, or unusual lodgement scenarios relating to CP Question 835 are encouraged to provide details via email to support@FTAlliance.com.au.

Where possible, please include:

  • the nature of the goods;
  • how the CP question appeared in the lodgement process;
  • whether the question created uncertainty or additional handling;
  • any clearance or documentation impacts; and
  • any practical examples that may assist DAFF in refining the approach.

FTA/APSA welcomes DAFF's responsiveness to industry feedback and will continue to engage with the department to ensure any future implementation supports the intended CBIS benefits without creating unnecessary operational complexity for importers, customs brokers, freight forwarders and logistics providers.
