Export cost recovery implementation statement 2026–27 – 12 month deferral

Attention

Purpose

To advise that the government has made the decision to delay implementation of full cost recovery of the export arrangements for 12 months, until 1 July 2027.

Key points

  • The government decision for a 12 month delay for export cost recovery comes as recognition of the current disruptions being experienced by Australia's farmers and producers from the conflicts in the Middle East.
  • The 2025-26 export Cost Recovery Implementation Statement (CRIS) prices will largely stay in place for 2026-27. This comes with additional supplementation from government to fill the gap along with the current revenue raised from export cost recovery to continue to deliver export regulatory services.
  • Full cost recovery is still scheduled to be in place by the end of the financial year 2028-29.
  • The schedule of revised prices for 2026-27 to 2029-30 will be included in the final CRIS documents that will be published by 1 July 2026.
  • The intended timing of introducing legislation is unchanged. This is consistent with the decision of government and intends to create certainty for industry.

Background

  • As announced last year the Australian Government planned to introduce new cost recovery arrangements for export regulatory functions from 1 July 2026 to ensure export regulatory services are sustainably funded and continue to meet export demands.
  • Export arrangements have received $138 million in supplementation measures from the government since 2023-24 and will continue to receive supplementation through the transition to full cost recovery in 2029-30.
  • The Department of Agriculture, Fisheries and Forestry (DAFF) is reviewing industry feedback from the recent CRIS consultation and making adjustments to the final CRIS fees and charges.
  • CRISs provide information on how DAFF implements cost recovery in export arrangements.
