DAFF - IAN 2026-14: Plant Exports – Updates to the registered establishment instructional material

Purpose

This Industry Advice Notice (IAN) is to advise plant exporters, registered establishment occupiers and authorised officers (AOs) of updates to instructional material for plant export registered establishments.

Summary of changes and key points

The Exports Policy: Management of plant export registered establishments has been updated on the Plant Export Operations Manual. The updates include:

Inspection and fumigation of logs to China

  • The list of available registered functions for registered establishments is updated.
  • Application requirements for establishment occupiers requesting approval to host inspections and/or fumigations of logs for export to China are added. This includes information on:
    • establishment application requirements
    • requirements for Grain and Seed Exports Program (GSEP) approval of AOs for inspecting logs for export to China
    • requirements for GSEP approval of fumigators for treating logs for export to China
    • how audits are conducted
    • ongoing establishment requirements.

Washing ware potatoes for export to the Republic of Korea

  • Requirements for the washing of ware potatoes for export to the Republic of Korea are added. This includes information on:
    • requirements for registered establishments located in Victoria intending to wash, pack and export ware potatoes grown in New South Wales, South Australia or Tasmania to the Republic of Korea, to be approved by the department
    • the completion of transfer records for each movement from farm to washing facility.
  • Handling and packing of fruit fly pest free area (PFA) product
    • Structural requirements for handling and packing fruit fly PFA product outside of a PFA are amended to clarify insect proof space requirements.

Background

We conduct regular review of export policy and relevant instructional materials to ensure they remain accurate and fit for purpose.
The policy for approval of registered establishments for hosting AO inspections and/or fumigations of logs for export to China is now reflected in this instructional material for clarity.

Registered establishment occupier responsibilities

Plant export registered establishment occupiers should:

  • read and familiarise themselves with the updated instructional material
  • comply with the clarified and updated requirements applicable to their establishment outlined in the exports policy.
