Future Cargo Reporting Model Consultation Process Underway

Freight & Trade Alliance (FTA) wishes to update members on the development of the Future Cargo Reporting Model (FCRM) – a joint initiative of the Australian Border Force (ABF) and the Department of Agriculture, Fisheries and Forestry (DAFF), delivered under the Simplified Trade System reform agenda.

FCRM is examining how government may, in the future, obtain cargo information from industry in a way that improves data quality and timeliness, better supports border risk assessment, and reduces regulatory burden on legitimate trade.

Importantly, members are advised that FCRM is a design project only. It will NOT:

  • build new systems
  • replace the Integrated Cargo System (ICS)
  • amend the Customs Act 1901

Rather, the work is focused on designing a future business model that could inform longer-term system modernisation when the opportunity arises.

As part of this process, government agencies are currently engaging with industry stakeholders to explore reporting options, roles and responsibilities, and opportunities to better align reporting processes with commercial supply chain practices.

A Consultation / Discussion Paper is now being developed, which will outline proposed model options and describe a potential future reporting framework for Australia's border environment. This will provide an opportunity for structured industry input.

FTA continues to actively engage with ABF, DAFF and the Simplified Trade System Taskforce to ensure any future model delivers genuine trade facilitation benefits while maintaining border integrity.
