Freight & Trade Alliance (FTA) and the Australian Peak Shippers Association (APSA) have lodged a submission to Perth Airport in response to the Perth Airport Master Plan 2026 (Preliminary Draft).

The submission reflects input from across Western Australia's freight and logistics sector and highlights the airport's critical role in supporting high-value, time-sensitive and specialist cargo.

It emphasises the need for long-term freight planning that protects industrial land, strengthens landside connectivity, and ensures cargo capacity and resilience keep pace with future growth.
 

Key Positions & Recommendations

Below is a summary of the main issues raised and the recommendations put forward on behalf of members.

Plan for Long-Term Freight Capacity

Develop a comprehensive roadmap for cargo infrastructure, including warehousing, cold-chain facilities, automation, digital systems, and inspection capabilities, to ensure Perth Airport can meet growing demand over the next 20 years.

Safeguard Industrial Land and Connectivity

Protect airport-adjacent and on-airport industrial land from commercial or retail encroachment, and enhance landside access to support efficient movement of freight between the airport and regional logistics hubs.

Strengthen Workforce and Operational Resilience

Support the development of a skilled freight workforce through training, apprenticeships, and partnerships with TAFE, universities, and industry, while ensuring operational systems are resilient to peak demand, supply chain shocks, and biosecurity events.

Encourage Competitiveness and Sustainability

Maintain transparent pricing, service metrics, and incentives to attract and retain freight operators, while embedding cargo-specific sustainability initiatives such as renewable-powered cold-chain systems, low-emission ground handling equipment, and decarbonisation pathways.

Align Performance and Policy

Introduce measurable cargo KPIs and performance benchmarks, informed by leading international airports, and ensure freight planning is integrated with WA and national trade, supply chain, and industrial strategies.

FTA/APSA will continue to engage with Perth Airport and government stakeholders as the Master Plan progresses, advocating for planning outcomes that prioritise freight, safeguard capacity, and support the long-term efficiency, resilience, and competitiveness of Western Australia's air cargo supply chains.
