ADC - Anti-Dumping Commission Releases New Statement of Intent

The Anti-Dumping Commission (ADC) has released its updated Statement of Intent, outlining how it will respond to the Government's priorities set out in the recent Statement of Expectations from Minister Ayres.

The document signals a period of significant reform for Australia's trade remedies system. Backed by an additional $5 million in funding, the Commission will strengthen its investigative capability, improve timeliness and transparency, and increase support for Australian manufacturers, including SMEs. The SOI also confirms that safeguard responsibilities will shift from the Productivity Commission to the ADC, consolidating all trade remedy functions within a single agency.

Key commitments include:

  • delivering more effective, timely and accessible anti-dumping and countervailing measures

  • increased use of Preliminary Affirmative Determinations to shield local industry from injury during investigations

  • streamlined processes, improved case management and risk-based verifications

  • greater outreach to SMEs and downstream industries unfamiliar with the system

  • expanded collaboration with ABF, DFAT, DISR, Austrade and other agencies

  • enhanced monitoring of global trade data to detect diversion and circumvention risks

  • stronger engagement with international counterparts to align with global best practice

The Statement underscores the Commission's commitment to ensuring Australian industry can operate on a fair and level playing field, with local jobs and investment protected from unfair international trade practices.
