DAFF - Lumpy Skin Disease Outbreak in Spain

Freight & Trade Alliance (FTA) and the Australian Peak Shippers Association (APSA) wish to inform members of the release of Import Industry Advice Notice (IIAN) 343-2025, advising of immediate biosecurity changes following the detection of Lumpy Skin Disease (LSD) in Spain.
Spain has been removed from the LSD-free country list resulting in new import restrictions on specified bovine-derived products exported from Spain.

Members handling imports of these commodities are strongly advised to review supply chain arrangements and ensure compliance with the updated import conditions to avoid clearance delays and potential re-export or destruction orders.

Who does this notice affect?
  • Importers of bovine fluids and tissues for laboratory research from Spain.
  • Importers of veterinary therapeutics from Spain.
  • Importers of bovine reproductive material from Spain.

What has changed?

On 4 October 2025, the Spanish Government reported the detection of lumpy skin disease (LSD) in a cattle herd in Catalonia. As a result, the department no longer recognises Spain as free from LSD without vaccination and has now removed this country from the LSD-free country list and the list of countries approved for bovine fluids and tissues effective 6 August 2025.

Impacted goods include:

  • Laboratory goods containing bovine fluids or tissues that list Spain as a country of origin, manufacture or export
  • Laboratory goods that reference the list of countries approved for bovine fluids and tissues
  • Bovine reproductive material sourced from Spain
  • Veterinary therapeutics containing or derived from bovine material from Spain.

Future biosecurity arrangements
The department will contact individual import permit holders shortly to advise them on ongoing arrangements for their import permits.

For goods that are currently in transit to Australia
The department will assess these goods on a case-by-case basis, and if the biosecurity risk can be effectively managed, the goods can be released.
