DAFF - IAN 2025-28: Horticulture – Establishment registration for the export of fresh vegetables to China

Purpose

This Industry Advice Notice (IAN) is to advise applications are now open for the registration of processing and packing facilities handling fresh vegetables intended for export to China.

Summary of changes and key points

  • Approved export registered establishments (REs) intending to process and pack any of the below fresh vegetables for export to China, must apply to us for registration with the General Administration of Customs of the People's Republic of China (GACC). 
    • Asparagus
    • Komatsu
    • Lettuce 
    • Parilla
    • Radish 
    • Yam
  • Completed applications must be submitted to the Horticulture Exports Program. We will review the applications and send the establishment details to GACC in future bulk submissions (submitted quarterly). 
  • We will notify the applicants once GACC approval is confirmed.

Note: The REs must be approved by GACC, prior to exports commencing.

  • REs already approved by GACC, do not need to re-apply. 

Background

In 2022, China implemented new requirements that REs involved in processing and packing fresh vegetables for export to China must be registered with both the department and GACC.

Important: A separate application must be submitted for each RE.
