DAFF - IIAN 89/2025 New BICON Case : Goods for military use

Freight & Trade Alliance (FTA) and the Australian Peak Shippers Association (APSA) have received the following update from the Department of Agriculture, Fisheries and Forestry (DAFF) via import industry advice notice 89-2025 regarding new BICON case "Goods for military use" to help customs brokers and importers understand import requirements for military-related cargo.  

Who does this notice affect?

All customs brokers or importers responsible for importation of military goods including machinery, vehicles, aircraft, vessels military working dogs, packs and webbing, and personal equipment. Military use refers to goods intended for military forces (including combined military activities) as well as importation for display or exhibition purposes. 

What has changed?

The BICON case Goods for military use is a new case intended to assist custom brokers and importers of military cargo to understand import requirements as they relate to military goods.

The BICON case describes the import requirements for military goods, including machinery, vehicles, aircrafts, vessels, military working dogs, meals-ready-to-eat, packs and webbing and personal equipment. Military use refers to goods intended for military forces (including for combined military activities) as well as importation for display or exhibition purposes.

The new case will provide a single source of import conditions and onshore management to support Australian and foreign defence forces and departmental staff with the clearance of military goods.
