PurposeTo provide further advice to licenced livestock exporters about Letters of Consideration (LoC) required for the export of some livestock commodities to Indonesia. Key points- This notice replaces Market Access Notice 2022/01 issued on 17 March 2022 which provided advice about changes to Indonesian import permits for slaughter, feeder and productive cattle and feeder buffalo.
- The Indonesian Ministry of Agriculture issues an LoC for import permits for slaughter, feeder and productive cattle and feeder buffalo.
- The department must include the LoC reference number and the reference number of any subsequent LoC variation on the Australian Government health certificate.
- The LoC reference number is not included in the import permit issued by the Indonesian Ministry of Trade.
- Since MAN 2022/01 was issued, the department has been presented with LoC (and LoC variations) that:
- were not consistent with the proposed consignment; and/or
- did not include the proposed port(s) of loading in Australia; and/or
- did not include the proposed port(s) of unloading in Indonesia.
- Departmental officers are not able to facilitate the export of consignments of livestock destined to Indonesia that are not consistent with the import permit(s) and LoC(s) (and any LoC variations).
Instructions- Upon receipt of the import permit and related LoC from their importer, exporters must ensure that the proposed consignment is consistent with the information in both documents.
- The LoC must include both the proposed port(s) of loading in Australia and proposed port(s) of unloading in Indonesia. This information may not be included in any LoC variations.
- Exporters of slaughter, feeder and productive cattle and feeder buffalo destined to Indonesia must provide the department with a copy of the LoC (and any LoC variations) for each import permit.
- Departmental officers will verify, prior to export, that the consignment is consistent with the import permit(s) and LoC(s) (and any LoC variations).
- Departmental officers will review the import permit (and accredited translation) and LoC and determine the LoC reference number(s) for inclusion on the Australian Government health certificate(s) issued for the consignment.
- LoC reference numbers are formatted: XXXXX/PI.XXX/X/MM/YYYY.
- Should there be doubt, a departmental officer may request an accredited translation of the LoC (and any LoC variation) to verify that the reference number is correct.
