The department is proposing reforms in 5 key areas:

1.        Remove prescription in security programs
Proposal: Reduce the prescription of security programs, in consultation with
             industry.

2.         An outcomes- and risk-based security management approach
Proposal: Introduce the option of a SeMS approach to managing aviation
             and maritime security risks.

3.         The Department's regulatory relationship with screening providers
Proposal: Introduce a mechanism to allow the Department to intervene and
take a more direct regulatory role with screening and other security
             providers.

4.          Screened and unscreened air services
Proposal: Current screening airports (designated, tier 1 and tier 2) will be
required to screen for all RPT and open charter services.

5.          Industry engagement and education to support performance and compliance
Proposal: Continue to broaden and improve engagement, partnership and
             collaboration with industry.

A stakeholder engagement process commenced on 4 April 2023 with the release of a discussion paper setting out the proposed reforms.
