Proposed reform to Australia’s Aviation and Maritime Security Settings

Freight & Trade Alliance (FTA) has received advice from the Department of Home Affairs (the department) that as part of a recent Independent Review of Australia's Aviation and Maritime Security Settings, it has requested submissions from stakeholders in response to a Discussion Paper (April 2023) into Proposed Reform to Australia's Aviation and Maritime Security Settings.
The department is proposing reforms in 5 key areas:
1.
Remove prescription in security programs
Proposal
: Reduce the prescription of security programs, in consultation with
industry.
2.
An outcomes- and risk-based security management approach
Proposal
: Introduce the option of a SeMS approach to managing aviation
and maritime security risks.
3.
The Department's regulatory relationship with screening providers
Proposal
: Introduce a mechanism to allow the Department to intervene and
take a more direct regulatory role with screening and other security
providers.
4.
Screened and unscreened air services
Proposal
: Current screening airports (designated, tier 1 and tier 2) will be
required to screen for all RPT and open charter services.
5.
Industry engagement and education to support performance and compliance
Proposal
: Continue to broaden and improve engagement, partnership and
collaboration with industry.
A stakeholder engagement process commenced on 4 April 2023 with the release of a discussion paper setting out the proposed reforms.
