There are two new state-of-the-art import / export facilities proposed for Port Kembla, creating new opportunities for trade and economic growth in the Illawarra. These new investments are:
- Manildra Ethanol Storage Facility – to temporarily store beverage grade ethanol prior to exporting. The ethanol is manufactured at the Manildra facility in Nowra.
- Simosa Bitumen Storage Facility – to temporarily store imported bitumen prior to distribution for use in infrastructure projects.
Both developments must undertake rigorous environmental assessment as part of their application to Wollongong City Council for development certification and the NSW Environment Protection Authority (EPA) for an environmental licence.
Both developments are currently in the process of finalising their certification applications to Wollongong City Council. Following certification, applications can be made to the EPA for Environment Protection Licences. These applications are required to be accompanied by environmental assessments including:
- Planning report
- Project plans
- Contaminated land statement
- Hazard and operability study (HAZOP)
- Fire safety study
- Preliminary hazard analysis
- Stormwater management plans
- Air quality assessment
- Noise and vibration assessment
- Traffic and transport assessment
- Waste management assessment
As part of the project development process, information on the proposed developments was shared with community representatives at the Port Kembla Harbour Environment Group meeting on the 4th August 2021.
NSW Ports is familiar with the storage and handling of ethanol and bitumen as both of these products are stored and handled at our Port Botany facility.
We are confident that the planning and environmental assessment processes required to be followed for these Port Kembla developments are robust and that the developments will incorporate appropriate controls to manage all safety and environmental aspects.
